Agency Liaison Specialist
Summary This position is in the U.S. Department of Agriculture (USDA), Office of the Secretary (OSEC), White House Liaison Office (WHLO). USDA provides leadership on food, agriculture, natural resources, rural development, nutrition, and related issues based on public policy, the best available science, and effective management. Responsibilities Manages the enterprise-wide onboarding program, governance, training, communication, and process improvement efforts for Schedule C (political) and nonĀ­career executive personnel. Develops and establishes major policy development and implementation for onboarding new employees by assessing current practices to enable a consistent and efficient onboarding experience across organizations. Applies knowledge of organizational structures and procedures, administrative policies, regulations, and precedents that apply to administrative programs. Developing and implementing a comprehensive timeline for onboarding activities, managing timely delivery of all onboarding activities, defining strategy, and setting priorities to align with USDA's vision and objectives. Establishes control systems and progress reporting requirements to continuously measure program progress and to recommend realignments in operational focus. Develops procedures and systems for assessing the effectiveness of programs/management processes. Manages all aspects of employee off boarding, transitioning employees out of their position and/or out of the agency. Provides strategic management to maintain consistency and compliance with USDA's regulatory policies and procedures. Develops communication plans to inform leadership and employees of upcoming events and activities. Represents the supervisor in wide-ranging interactions with senior leaders of USDA organizations on matters including but not limited to policy and program development and implementation Requirements Conditions of Employment Qualifications Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. Specialized Experience: GS-13: One year of specialized experience, equivalent to the GS-12 level in the Federal service or equivalent responsibility in the private sector/pay systems that has equipped the candidate with the particular competencies to successfully perform as an Agency Liaison Specialist. For this position, the specialized experience is managing a new senior executive and political employee onboarding and offboarding program; managing new senior executive and political employee equipment, property, IT accesses, building accesses and background checks; responding to a inquiries regarding all aspects of onboarding processes; assessing and evaluating the status, effectiveness, and efficiency of administrative operations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education There is no education requirement for this position. Farm Service Agency (FSA) County Employees: Permanent County employees without prior Federal tenure who are selected for a Civil Service position under Public Law 105-277 will be given a career-conditional appointment and must serve a 1-year probationary period. If you are selected for a position with further promotion potential, you will be placed under a career development plan and may be non-competitively promoted if you successfully complete the requirements and if recommended by management. However, promotion is neither implied nor guaranteed. This position may be eligible to telework up to four days per week, based upon the duties of the position. This position may also be eligible for flexible work arrangements as determined by agency policy and any applicable collective bargaining agreements.
