AIPDRM II Disaster Risk Management (DRM) Policy and Planning Specialist
We are searching for an experienced DRM Policy and Planning Specialist for our office in NTB.
BackgroundThe Australia-Indonesia Partnership in Disaster Risk Management (SIAP SIAGA) is funded by the Australian Government’s aid program and implemented in cooperation with the Indonesian government. Initially designed as a five-year program (2019–2024), it has been extended for two years (2025–2027). The Program builds on previous achievements to improve Indonesia’s ability to prevent, prepare for, respond to, and recover from disasters, while strengthening cooperation between Australia and Indonesia on regional humanitarian issues. In Phase 2, SIAP SIAGA will further promote the implementation of GEDSI principles and converge Climate Change Adaptation (CCA), Disaster Risk Reduction (DRR), and Sustainable Development Goals (SDGs) into Disaster Resilience Village (DRV) intervention. The Program will also expand its reach to other provinces, scaling up successful initiatives such as the Minimum Service Standards for Disaster Management (MSS-DM) and integrating Disaster Management (DM) into development planning processes and documents. Implementation will remain focused at the national and Sub-National levels through collaboration with BAPPENAS, the Coordinating Ministry for Human Development and Culture, the Ministry of Home Affairs, the Ministry of Villages, the Ministry of Social Affairs, and other national-level institutions. At the Sub-National level, the collaboration will include BPBD, BAPPEDA, DISKOMINFO, DP3A, DINSOS, and other relevant agencies, as well as civil society organizations and multilateral agencies.The Disaster Risk Management (DRM) Policy and Planning Specialist (based in NTB Province) will be responsible for engaging with Bappeda and BPBD in provincial/district levels and other stakeholders to maintain communication and facilitate the agreed deliverables in the areas for enhancement or strengthening the disaster risk management system and strategy at the provincial and district level that supports integration between Disaster Risk Assessment (DRA) and government policy and development planning such as: RPJMN, RPJMD, Renstra OPDs, Renja, Protap and juklak/juknis. He/she requires to engage and build partnership with broader multi-stakeholder’s levels particularly with the Sub-National level and to better enhance an effective policy and integrated Disaster Management Strategy into a better planning and budgeting. Role and Responsibilities:Under the supervision of the Area DRM Manager and working closely with Program Policy Officer (PPO) of SIAP SIAGA Program NTB, Disaster Risk Management (DRM) Policy and Planning Specialist will support Bappeda and BPBD at Sub-National level to provide technical advisory to update relevant DRM policy, regulations, frameworks, and planning, in carrying out the following responsibilities:•Facilitate and implement the identified of the DM policy/regulations and planning process, particularly related to coordination of policies/development planning and engagement of the inclusive DM data in strengthening the disaster risk management system particularly for prevention & preparedness/mitigation, emergency response and rehabilitation/reconstruction, in coordination with BAPPEDA and BPBD NTB Province/selected district. •Liaise and consult with Provincial/District Disaster Management Office (BPBD) and BAPPEDA as the coordination lead and other stakeholders to identify the appropriate framework to develop the DRM policy and effective planning for DRM system and strategy based on the identified issues and challenges•Provide technical assistance and facilitate the process to strengthen the DRM policy/regulation, program development planning and maintain coordination to mobilise required resources through partnership mechanism from other relevant government agencies and multi-sector coordination platform•Provide technical support, facilitate, and support to organize the Disaster Risk Assessment (DRA/KRB), DM Planning (RPB) for Multi-Risk Disaster Scenario (Multi-District) and selected Contingency Planning, if required •Provide technical support, facilitation, and overseeing the process of compiling GEDSI Mainstreaming Guidelines and database in disaster management at provincial/districts level•Drafting and / or quality assuring reports and updates on project activities as needed•Participate in regular team meetings and briefings•Other tasks as requested and agreed with the supervising staff member Input and LocationIt is anticipated that the total inputs will take up to 90 days (maximum 15 days per month), starting from 3 March 2025 to 30 Sept 2025. The Disaster Risk Management (DRM) Policy and Planning Specialist is expected to be locally recruited and based in Mataram City and worked in NTB Province and may travel to the field area around NTB as required by the activities. Key Relationships•Reports to Program Policy Officer (PPO), with acknowledgement from the Area DRM Manager – NTB Province. •Coordinates closely with SIAP SIAGA project team members (PSO and PFO) and other STAs/Specialist working at the Sub-National level as appropriate.
Qualifications and ExperienceSIAP SIAGA invites applications from specialists with relevant experience and qualifications. Successful applicants will be pre-qualified for the Panel and eligible for relevant short-term consultancy opportunities under the SIAP SIAGA program. Applicants must have:•Degree in environment, disaster risk management, international relations, business management or other relevant qualifications.•Minimum 5 years’ experience in disaster management and /or humanitarian assistance.•Past experiences working in developing the DRM policies/regulations, government planning (RPJPD, RPJMD, Renstra, Renja, etc.) and other relevant product of DM planning (KRB/RPB) are preferable.•Experience working in NTB Province with multi-sector stakeholders and maintain partnership with pentahelix approach are preferable. •Demonstrated leadership, experience in managing engagement with government (Bappeda, BPBD, Dinas Pemberdayaan Masyarakat Desa, etc.), managing cluster/sub-cluster/forum/coordination engagement in multi-cultural environment.•Knowledge of Spatial Application (ArcGIS, QGIS, etc.) and statistics is preferable. •Contemporary knowledge of disaster management in Indonesia.•Strong communication, writing and analytical skills. •Strong negotiation and problem-solving skills.•Fluent in speaking Bahasa Indonesia and English (passive) – strong English is preferrable•Demonstrated ability to work with people from diverse backgrounds and perspectives, and a professional commitment to promote a culture of gender equality and social inclusion.
