SIAP SIAGA II Partnership Specialist
We are searching for an experienced Partnership Specialist at our SIAP SIAGA II Project.
SIAP SIAGA - The Australia and Indonesia Partnership in Disaster Risk Management is a seven-year program implemented from 2019 to 2024 for phase I and 2025 to 2026 for phase II, financed by the Government of Australia - Department of Foreign Affairs and Trade (DFAT) and managed by Palladium. The goal of the SIAP SIAGA program is to strengthen Indonesia’s management of disaster risk, and support engagement between Australia and Indonesia on humanitarian affairs and disaster risk management in the region.
The outcomes of this investment have both a domestic focus on improving the disaster management system to build national preparedness and deliver disaster management services at the subnational level, and a regional focus to support improvements in disaster management and humanitarian preparedness and response in the Indo-Pacific. To achieve its outcomes and goal, the SIAP SIAGA seeks to produce the following intermediate outcomes: 1. Improved coherence of the disaster management system, including workflows and decision-making processes. 2. Intergovernmental clarity on ways of working and protocols are improved to support effective disaster management at all levels of governments and in communities. 3. Improve quality of information and analysis for targeted communications within government and with the public at large. The SIAP SIAGA program is implemented at the regional, national and sub-national levels through collaboration mainly with the National Disaster Management Authority of Indonesia (BNPB) and other government ministries such as the Ministry of Home Affairs (MoHA), the Ministry of Social Affairs (MoSA), the National Development Planning Board (BAPPENAS), the Coordinating Ministry of Human Development and Culture (Kemenko PMK), the Ministry of Foreign Affairs (MoFA), sub-national disaster management authorities (BPBD) and other local government agencies as well as with civil society organizations (CSOs), and donor agencies. In addition to the work at national levels and with the wider region the SIAP SIAGA program operates across several provinces in Indonesia, where its work includes a significant focus on understanding and improving the intensity and quality of gender and inclusion mainstreaming in disaster management. Target provinces are Bali, East Java, Nusa Tenggara Timur, and Nusa Tenggara Barat.
Purpose of the Position
The Partnership Specialist will be responsible for providing technical support for fostering collaboration and building productive relationships with key Pentahelix actors and for establishing partnerships that leverage SIAP SIAGA’s contributions to achieving its outcomes. These partnerships may include grants or technical collaborations with development partners, NGOs, educational institutions, the private sector, faith-based organizations, and others relevant stakeholders. In managing the grant partnerships, the specialist will work closely with the grant and operations team. The position is also to ensure effective grant implementation including systems, processes, workflows, compliance, the delivery of high-quality activities and timely activity reporting.
The partnerships specialist will report directly to the National Program Lead and in close collaboration with the Subnational program Lead. The role will also collaborate with the Liaison Lead, the Grants and Operations Coordinator, all program teams, Knowledge, Performance and Learning team, and the communications teams.
Duties:Under the direction of the Program Leads, the Partnership Specialist will:
A. Identify and cultivate partnership opportunities:• Seek and evaluate potential collaboration opportunities with, development partners, NGOs and other relevant organisations to support the achievement of the Program outcomes.• Establish and maintain relationships with key contacts at potential partner organizations to foster collaboration.• Participate in reviewing potential partner grant proposals, concept notes, and funding proposals and budgets.• Contribute to the development of grant strategies that align with program outcomes, ensuring a cohesive and strategic approach to partnership engagement.
B. Develop and implement collaboration strategies:• Design and implement strategies to facilitate technical collaboration with partner organizations to enhance achievement of strengthening disaster management system and community resilience.• Coordinate with internal program teams and external partners to align objectives and ensure cohesive efforts.
C. Leverage resources and expertise:• Leverage the expertise, resources, and networks of partner organizations to achieve program outcomes.• Facilitate knowledge sharing and capacity-building activities among partners to promote best practices.
D. Engage in technical collaboration:• Coordinate and support technical collaboration efforts, including joint activity, research, and capacity-building initiatives with partner institutions and other DFAT funded programs.• Work with relevant technical teams to provide technical guidance and support to partners in the development and implementation of disaster management programs.• Ensure the scope of partnership program/activities to include issues of climate change adaptation, gender equality, and disability inclusion.
E. Manage grants programs:• Work with the operation and grant team to develop, manage, and oversee grants program implementation. • Work with the operations and GEDSI team to ensure timely implementation and compliance with SIAP SIAGA and DFAT policies including procurement, financial and safeguard guidelines.
F. Monitor and evaluate partnership impact:• Work with the Knowledge, Performance and Learning (KPL) team to develop and implement monitoring and evaluation frameworks to assess the effectiveness of partnerships and collaborations.• Monitor and evaluate the progress and impact of funded projects to ensure effective use of resources.• Prepare and present regular reports on partnership activities, outcomes, and impact for different stakeholders.• Contribute to the quarterly report development and update to BNPB relevant to the ongoing partnerships and grants in Coordination with KPL Lead and Liaison Lead.
G. Advocate for policy and systemic changes:• Work with the National and Sub-National Program team to advocate for policy changes for disaster management system strengthening and community resilience.• Support engagements with government agencies, local authorities, and other stakeholders to influence policies and practices.
H. Other related tasks as may be reasonably requested by Program Lead and Team Leader
Input and locationThis is a fixed term position for an initial one-year period with the possibility of renewal for a further year. Work will be based in Jakarta working between the project office (with some home-based work) and visits to various government organization offices as required. Some travels to project provinces will be required.
Key Relationships• Report to the National Program Lead• Close collaboration with program teams, Knowledge Performance and Learning team, Grant and Operations Coordinator, and Liaison Lead and Communications teams.
Required Experience and Skills• Master’s degree in disaster management or other relevant fields of study• At least 8 (eight) years’ relevant experience working in DRM in Indonesia and/or wider region as senior level disaster management adviser.• Demonstrated experience in leading the design and delivery of strategies with a range of stakeholders in disaster management and humanitarian systems.• Experienced in engaging with Government of Indonesia, local and international CSOs, and multilateral organizations (e.g.,UN, World Bank, ASEAN).• Demonstrated ability to provide strategic advice• Good presentation, communication, and analytical skills.• Fluent spoken and written Bahasa Indonesia and English• Demonstrated ability to work with people from diverse backgrounds and perspectives, and a professional commitment to promote a culture of gender equality and social inclusion.
