SIAP SIAGA Phase II - Policy Development Consultant


Program Overview 

The Australia-Indonesia Partnership in Disaster Risk Management (SIAP SIAGA) is funded by the Australian Government’s aid program and implemented in cooperation with the Indonesian government. Initially designed as a five-year program (2019–2024), it has been extended for two years (2025–2027). The Program builds on previous achievements to improve Indonesia’s ability to prevent, prepare for, respond to, and recover from disasters, while strengthening cooperation between Australia and Indonesia on regional humanitarian issues. In Phase 2, SIAP SIAGA will further promote the implementation of GEDSI principles and converge Climate Change Adaptation (CCA), Disaster Risk Reduction (DRR), and Sustainable Development Goals (SDGs) into Disaster Resilient Village (DRV) execution. 

The program aims to improve Indonesia’s ability to prevent, prepare for, respond to and recover from disasters and strengthen cooperation between Australia and Indonesia on humanitarian and disaster risk management issues in the region. The Program is implemented at the national and Back sub-national levels (in 4 provinces) though collaboration with BNPB and other government institutions, Civil Society Organisations and multilateral agencies.  

For the regional component, the Lead Adviser and DRM Adviser support programmatic engagement between the Indonesian Ministry of Foreign Affairs and National Disaster Management Agency, and the Australian Embassy in Jakarta’s team from the Department of Foreign Affairs and Trade that oversee implementation of the program. 

 Siaga Bencana (KSB) Policy Development Consultant will assist and support Ministry of Social Affair (MoSA) in achieving Policy Development and monitoring of Kampung Siaga Bencana (KSB) as part of synergizing village-based program of Strengthening Community Resilience Program.

Responsibilities

1. Liaise with MoSA for the SIAP SIAGA program activities, including:

  - Policy Development Agenda for strengthening KSB: Norm, Standard, Procedure, and Criteria (NSPK).

  - Capacity Development Program for KSB/Tagana networks 

  - Data Interoperability for KSB monitoring and synergized with other agencies (i.e Destana Katalog Kesiapsiagaan)

2. Developing agreed Term of Reference (KAK) and workplan for the KSB Policy Development works and activities under SIAP SIAGA program and Ministry of Social Affair (MoSA)

3. Providing substantial and technical inputs for MoSA related to the development of Norm, Standard, Procedure, and Criteria (NSPK) of KSB program or governance. This scope of this work should under agreed SIAP SIAGA Annual Workplan.

4. Facilitating Coordination Meeting across ministerial/agencies or related stakeholder for the development of KSB policies (NSPK). 

5. Co-design with MoSA for Institutional Capacity Development activities related with KSB program.  

6. Technical supports for strengthening KSB Program. This work should not be limited only with MoSA but also connecting with other entities, both government of Indonesia or non-state actors.

 Input and location 

The total working days for this position is up to 30 days and the work will be a combination of MoSA’s offices in Jakarta, home-based and as well travel especially to the sub-national target provinces, as required and possible.  

Key Relationship

1. Reports to Disaster-Climate Resilience Advisor 

2. Coordinates and consult closely with CBDRM Policy Advisor and relevant STAs to promote Synergy of Village based Resilience Program 

3. Consults officially with Kemensos, as well as other relevant ministries and non-state actors (NGOs or CBOs), in particular whom member of Collaborative Forum for Synergy of Village-based program 

4. Liaises with other SIAP SIAGA team members as required. 

Qualification and Experience

1. Master’s degree (S2) in relevant development fields 

2. Extensive experience in disaster management, building community resilience, humanitarian assistance, and development or social program, especially in support function of a large scale of organization both government and non-government organization.  

3. Good understanding on Kampung Siaga Bencana (KSB) program including policy, program, principles, budgeting mechanism, and monitoring system. 

4. Portfolio working with MoSA is highly preferred 

5. Ability to work with Community or Village-based resilience program key relevant stakeholders and institutions; including GoI, NGO/CSO, Academicians, community/grass-root & Private Sector; 

6. Ability to work individually and in a team, use English and Indonesian as working languages, and ability to multi tasks, set priorities and meet deadlines.

7. High level proficiency in Word, Excel, PowerPoint, and web browsers, organized with excellent attention to detail and follow-through, and Strong interpersonal skills, including in a cross-cultural context. 

8. Ability to perform under tight deadlines with minimum supervision, highly self-motivated and quick to response to rapidly changing demands. 

9. Strong interpersonal skills, Inclusive, respecting diversity, including in a cross-cultural environment.
