Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a AIR CARGO SPECIALIST SUPERVISOR (TITLE 32), Position Description Number D1545P01 and is part of the IL 182 AW, National Guard. Responsibilities As a AIR CARGO SPECIALIST SUPERVISOR (TITLE 32), WS-5201-10, you will supervise workers, either directly or through one or more subordinate leaders and/or supervisors in accomplishing the operations of a distinct organizational unit and to perform associated nonsupervisory work. Major Duties - This is NOT an all-inclusive list: Plan weekly or monthly work schedules and sequence of operations. Establish deadlines and priorities based on established general schedules, methods, and policies. Determine skills, materials, and equipment required to do the work. Participate in the initial planning of current and future work schedules and development of budget requests. Provide workload data, estimates, and information on staffing needs, and recommendations as to the scheduling of projected work. Recommend and participate in the selection of personnel to fill vacancies. Set performance requirements and makes formal and informal performance appraisals. Periodically review position descriptions of subordinates for currency and accuracy. Initiate or participates in review and improvement of work methods, organizational features, and the structuring of positions to eliminate unnecessary positions and achieve optimum content in those remaining. Instruct subordinates on new procedures or methods and provides assistance on difficult or new problem areas. Note and investigate work related problems and independently implements corrective actions which can be taken without affecting work operations controlled by other supervisors. This is an excepted service position that requires membership in the Illinois National Guard and in the military grade listed in the announcement. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. Qualifications AREA OF CONSIDERATION: The areas of consideration for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence: The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG. The SECOND area of consideration will be all current Federal Employees. The THIRD area of consideration will be all Federal re-employment eligible. The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership. The FIFTH area of consideration will U.S. Citizens. Military Grades: Minimum rank SMSgt, not to exceed rank of CMSgt. GENERAL EXPERIENCE: MUST possess the experience or training performing a full variety of Air Transportation functions necessary to manage the day-to-day Air Transportation and small air terminal operations including but not limited to, airdrop and airdrop inspections, rigging responsibilities, wing deployment training, passenger and cargo manifesting, Joint Inspection, load planning, determining cargo/passenger eligibility, establishing and maintaining air terminal security, directly responsible for safe and efficient loading/offloading of all DOD-owned and controlled aircraft and ensuring ITV. SPECIALIZED EXPERIENCE: WS-10 Level - MUST possess the specialized experience that demonstrates the ability to plan, direct, and organize work assignments for lower grade personnel; experience which required the review of work requirements and establish priorities to meet deadlines; experience that provided knowledge of various lines of work performed by this function; experience which demonstrates the ability to supervise or the potential to perform such duties as evidenced by the ability to communicate knowledge of general supervisory concepts, and knowledge of shop processes; experience in adapting existing equipment and techniques to new situations. SUPERVISORY EXPERIENCE: MUST possess the specialized experience in managing the function of the work to be performed; experience which includes leading, directing and assigning work of personnel. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
