Air Operations Center Subject Matter Expert Site Manager / Configuration Manager
Overview Nisga'a CIOPS provides hands-on experienced services to civilian and DoD programs worldwide. Delivering highly skilled, cleared personnel who provide services on five continents for a portfolio of customers. Summary: The Air Operations Center Subject Matter Expert Site Manager / Configuration Manager (CM) will support the 612th Air Operations Center (AOC) at Davis-Monthan AFB, AZ. The contract CM WSM shall assist the WSM and in his/her absence, help manage the health, welfare, and setup of all AOC systems in direct support to the AOC Director. Provide specialized knowledge and expertise with the configuration management and control of AOC baseline systems and capabilities in accordance with established AOC weapon system processes and procedures. Responsibilities Essential Job Functions: Provide liaison between the AOC Director and the Chief, AOC C2 Systems to ensure approximately 80 AOC C4I systems are setup, configured and operating in a manner that meets operational needs. Work with the Common Operational Picture/Common Tactical Picture (COP/CTP) Manager to design, execute, and manage the AOC COP/CTP architecture. Coordinate approximately 80 C4I system requirements per month (e.g., systems, software, user account, data, etc.) with the AOC Divisions/Cell/Teams. Submit approximately 30 validated C4I requirements per month to the Chief, AOC C2 Systems. Submit user account information to the Communications Focal Point (CFP) on a weekly basis, or as required. Coordinate for sourcing of operational system data (e.g. mapping and imagery data, ATO/ACO databases, etc.) as required basis. Validate and prioritize approximately 20 user support requests on a daily basis. Validate and prioritize C4I system Software Problem Reports (SPR), Baseline Plan, coordinate, and perform AOC Weapon System (WS) end-to-end validation test prior to and during exercises and operations. Approximately once per month. Ensure receipt of information and proper data exchange from other C4I system equipment into the AOC weapon system on a continuous, daily basis. Ensure systems and versions compatibility with sister and coalition forces on a continuous, daily basis. Assist the WSM in establishing system access and permission processes. Establish and modify AOC weapon system profiles and permissions to meet AOC Divisions/Cell/Team requirements on a continuous, daily basis. Assist the WSM in ensuring proper levels of security access are maintained for approximately 500 personnel on a continuous, daily basis. Develop, maintain, and coordinate AOC weapon system downtime and upgrades and timelines, establishing and coordinating priorities as appropriate on an approximately quarterly basis. Assist in C4I architecture development at the AOC level on an approximately monthly basis. Provide AOC weapon system expertise and technical advice to the AOC. Assist the WSM in overseeing the AOC Floor organization and equipment placement at the AOC level on a daily basis. Coordinate with the AOC Division Chiefs and Chief, C2 Systems to determine database backup process and timelines on an approximately weekly basis. Coordinate with the AOC Information Systems Security Officer (ISSO) to develop server and data archiving requirements at the AOC level on an approximately weekly basis. Coordinate with Higher Headquarters (HHQ) on theater-wide C4I systems issues at the operational level on an approximately quarterly basis. Report to the AOC Director implementation and compliance of System Program Office (SPO) and Major Command (MAJCOM) CM policies as well as site specific standards on an approximately bimonthly basis. Maintain current as-built site configuration in the CM status accounting tool at the management level on an approximately weekly basis. Maintain as-built CM status accounting records at the management level containing baseline information on approximately 15 site systems' floor plans and architectures. Prepare, submit, and monitor approximately 20 site variances on an approximately weekly basis. Provide/edit comments for Software Load Manuals, Software User Manuals, Implementation Plans, Cautions, Notes, and Warnings, Miscellaneous technical documents as required by installation efforts. Provide documentation to the responsible organization for each particular event. Travel in support of operations in support of war, contingency and humanitarian operations, exercises, and experiments that may require CONUS and OCONUS travel. Qualifications Necessary Skills and Knowledge: In-depth knowledge of configuration management principles, methodologies, and tools. Strong understanding of quality assurance processes and standards. Excellent leadership, communication, and interpersonal skills. Proven ability to manage multiple projects and priorities in a fast-paced environment. Minimum Qualifications: Bachelor’s degree required or equivalent years of experience. Minimum of five (5) years’ experience working with operational-level C2 systems with experience performing C2 systems and configuration management for an AOC, Joint AOC, Coalition AOC, or other service equivalent operational level C2 node. Completion of formal AOC Formal Training Unit (FTU) Course or service equivalent. Completion of Configuration Management II course or ANSI EIA 649 certification. Experience of joint and AF operational level C2 capabilities as well as real world contingency C2 support is required. Participation in AOC exercises or operations as WSM or Deputy WSM roles. Experience supporting AOC operations within unclassified and classified environments networks to include NIPRNet, SIPRNet, Partner/Coalition and JWICS. Air Staff, MAJCOM or Number Air Force (NAF) staff level experience This service requirement has been designated as an Information Assurance Technical (IAT) Level II Certification position (Information Assurance Certification is a condition of employment. The contractor must hold and maintain one of the required IAT Level II (or higher) acceptable certifications. Requires TS/SCI security clearance.
