GENERAL DESCRIPTION:
This is an entry-level engineering position in the Air Quality Resource Management (AQRM) Program that performs engineering analysis to effectively plan and manage Wyoming’s air quality resources. The position reviews engineering designs, calculations, and other engineering documents for details, accuracy, and completeness; examines the engineering basis for compliance with air quality standards and regulations; participates in the ongoing development and implementation of the division-wide information strategy and the IMPACT system; participates in cross functional projects within the Air Quality Division. Work is performed under moderate supervision.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.
+ Collects data, and prepares engineering studies, reports, permits, and summaries for a variety of projects with varying levels of complexity.
+ Reviews technical documents for compliance with requirements of the State, EPA, NPS/USFS, and other agencies.
+ Reviews process design plans and specifications for technical merit and environmental impact.
+ Ensure that work activities meet project technical and policy requirements, state statutes, and federal regulations.
+ Responds to comments from stakeholders and industry in contentious situations.
+ Coordinate with other programs, agencies, or outside entities.
+ Confers with supervisor and colleagues, presenting and resolving problems or questions, discussing plans and actions to be taken.
+ Conducts research on existing and evolving emission control technologies.
+ Responsible for project documentation and maintaining electronic records for each application.
+ Works in contact with environmental professionals, business owners, responsible officials, and contractors.
+ Provides responses to appeals, public comments, and public record requests.
Qualifications
PREFERENCES:
Preference will be given to applicants with a Bachelor’s degree or higher in engineering
KNOWLEDGE:
+ Knowledge of environmental concepts, state and federal statutes, and rules, particularly as it relates to air quality.
+ Knowledge of state-regulated industries as well as the associated air emission units, processes, controls, and release point facility model.
+ Knowledge of an ability to read, research, interpret, and apply Federal and State environmental and NEPA laws, rules, and regulations as well as State policies and procedures.
+ Skill in participating in teams comprised of professionals with diverse backgrounds and affiliations, balancing disparate goals/priorities, and dealing with difficult people.
+ Ability to effectively manage work so that deadlines are met while maintaining quality to meet agency goals.
+ Ability to critically assess, in detail, written documents and technical work products, including scientific studies and modeling results.
+ Ability to work simultaneously on multiple projects with various deadlines and objectives, as well as be flexible and open-minded.
+ Proficient written, spoken, and electronic communication skills in explaining technical and/or regulatory issues and concerns to a varied audience.
MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree (in Engineering)
Experience:
0-2 years of progressive work experience (in Engineering)
Certificates, Licenses, Registrations:
Some agencies may require a certificate of registration from the Board of Engineering.
Necessary Special Requirements
PHYSICAL WORKING CONDITIONS:
+ Participation in the various groups as Wyoming's representative may require extensive travel at times.
