Summary System Operations Security (AJR-2) leads the Air Traffic Organization’s (ATO) operations-centric efforts in the national defense, homeland security, law enforcement, disaster response, and other significant incident management arenas. During an national-scope security event, the SOSC is on immediate recall in order to provide support to national defense and homeland security. Responsibilities This position is an Air Traffic Control Specialist (ATCS) who serves as the Air Traffic Security Specialist (ATSS) in the System Operations Support Center (SOSC). He/she is directly involved in the day-to-day operation of the National Airspace System (NAS) and is an independent branch of the Domestic Events Network (DEN) and the Joint Air Traffic Crisis Action Team (JACAT). Applies experience and comprehensive technical knowledge of air traffic control procedures and operations in regards to aviation security and national defense issues. Provides support to ensure the NAS operates in a safe, orderly, and expeditious flow of traffic that includes domestic, military, and international air traffic. Receives, writes, and publishes United States Secret Service (USSS) requests for the issuance of Notices to Airmen (NOTAMs) temporary flight restrictions (TFRs) for all movements that include the President of the United States of America (POTUS) and Vice President of the United States of America (VPOTUS) travel. Receives, prepares and transmits POTUS, VPOTUS and First Lady of the United States of America (FLOTUS) travel itineraries as received from the White House Military Office (WHMO). Participates in the development and publishing of national security event TFRs (99.7) and provide quality control of all other issued TFRs and alerts the author(s) of errors and inconsistencies. Serves as the reviewing authority and requests for final approval from officials for the issuance of all national law enforcement TFRs (91.137(A)(l) s. Transmits electronic alerts of highly sensitive TFR/NOTAM to provide operational awareness to AJR-2 management. Maintain the Jeppesen Flite Star program up-to-date information and graphics on the locations of all active TFRs in the U.S. Possesses knowledge of all Special Flight Rules Areas (SFRAs), Flight Restricted Zones (FRZ), National Security Areas, Prohibited Airspaces, Restricted Use Airspaces for the purpose of identifying permissible flight operations and associated airspace waiver requirements. Reviews and authorizes prohibited and restricted use airspace requests received via the Airspace Access Program's (AAP) internet-based delivery system. Receives, reviews, analyzes and approve Special Interest Flight (SIF) routing requests to enter, depart or overfly U.S. territorial airspace. Alerts the AJR-24 manager of any suspicious, unusual SIF requests or activity. Provide the DEN Air Traffic Security Coordinators (ATSCs) with SIF information support and suggest courses of action when non-standard activity occurs. Work is typically reviewed through status reports and at completion. Work contributes directly to the accomplishment of air traffic and other FAA objectives and the efficiency and effectiveness of air traffic operations. Qualifications To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-I, FG/GS-13 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization. SPECIALIZED EXPERIENCE IS DEFINED AS: Experience reviewing and analyzing Notices to Airmen (NOTAMs) and disseminating NOTAMs to pilots for changes within the National Airspace System, to include procedures, airspace and safety issues domestically and internationally, for civilian and military environments. Eligible applicants meeting the minimum qualification requirements and/or selective placement factor(s) (SPF) may be further evaluated on the Knowledge, Skills and Abilities (KSA) and/or Quality Ranking Factor (QRF) listed in the announcement. Based on this evaluation, applicants will be placed in one of the following categories: (1) score order; (2) category grouping; (3) alphabetical; or (4) priority grouping and referred to the selecting official for selection consideration. Experience in a military or civilian air traffic facility that demonstrates possession of the knowledge, skills, and abilities required to perform the level of work of the specialization for which application is made. This experience must have provided a comprehensive knowledge of appropriate air traffic control laws, rules, and regulations.
