AIR TRAFFIC CONTROL SPECIALIST (TERMINAL)
Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a AIR TRAFFIC CONTROL SPECIALIST (TERMINAL), Position Description Number PDD1799000 and PDD1799000 and is part of the WY 243rd Air Traffic Control Squadron, Wyoming Air National Guard. This is a Title 32 Dual Status Technician Excepted Service position. Military affiliation is required. Responsibilities This position is located in the Wyoming Air National Guard (ANG), 153d Airlift Wing, 243d Air Traffic Control Squadron (ATCS). The primary purpose of this position is to provide tower, radar, and non-radar air traffic control (ATC) services to military and civilian aircraft operating under Instrument Flight Rules (IFR), Special Visual Flight Rules (SVFR), or Visual Flight Rules (VFR). Provides terminal ATC services to aircraft operating from primary and/or secondary airports within delegated airspace. GS-10 Duties: Performs air traffic control duties in the terminal control tower or radar facility. Directs movement of aircraft in flight and on the ground by utilizing pilot and controller reports, visual observation and/or tower and radar facility radar displays, or a combination of methods and in close coordination with other controllers. Under restrictive time and space limitations, formulates and issues ATC clearances and instructions to provide for the required separation and/or sequencing of all IFR, SVFR, VFR traffic within delegated airspace. Adjust flight paths, assigns arrival and departure routes to various types of aircraft, arrival and departure runways, adjusts speed and issues altitude assignments to accompany multiple types and performance levels of civilian and military aircraft to affect separation and expeditious traffic flow as prescribed in FAAO 7110.65. GS-11 Duties: In addition to GS-10 duties, manages and directs controller actions and functions in Tower and Radar facilities as the primary watch supervisor and/or senior controller. (1) Performs air traffic control duties in the control tower and radar facility. Directs movement of aircraft in flight and on the ground by utilizing pilot and controller reports, visual observation, and/or tower and radar facility radar displays, or a combination of methods and in close coordination with other controllers. (2) Provides assistance to both experienced professional and inexperienced student pilots within the airspace and ensures expeditious traffic flows are maintained. (3) Operates, trains, and provides preventative maintenance on a host of automated communications and display hardware and software systems that are integral and vital to the operation of the air traffic control facility. (4) Provides direction to all controllers in the safe, orderly, and expeditious flow of air and ground aircraft and vehicle traffic. Veteran's preference does not apply to National Guard Technician positions in accordance with Title 32 USC 709(f). Be facility-rated in all assigned facilities and maintain proficiency. Meet and maintain on a continuing basis, the physical and mental qualification standards established by the USAF or ANG for Air Traffic Control duty. Irregular and overtime (compensatory) hours may be required to support operational requirements or contingencies. May be assigned additional ATC related duties. Must exercise a high level of judgment and discretion, demonstrate verbal and written skills, and ability to meet and deal with high-ranking military and civilian personnel. Possess ability to make rapid and precise judgments in real-time work situations, be able to remain calm under conditions that are stressful, and to coordinate at times many different processes at once, while adjusting rapidly to changes in the traffic pattern and tempo of work activities. Qualifications AREAS OF CONSIDERATION: Referrals will be made as follows: Preference will be given to applicants with prior Air Force Air Traffic Control experience. Area 1: Permanent and indefinite Wyoming Air National Guard (ANG) T32 Dual Status technicians employed within the 243 Air Traffic Control Squadron. Area 2: Permanent and indefinite Wyoming Air National Guard (ANG) T32 Dual Status technicians employed within the Wyoming Air National Guard. Area 4: All current military members of the Wyoming Air National Guard. Area 6: Current and prior service active duty, reserve, or National Guard service members of one of the branches of the United States military (Air Force, Army, Navy, Marines, or Coast Guard) Must be willing/eligible to join the Wyoming Air National Guard, 243d Air Traffic Control Squadron as a military member prior to appointment to position. GENERAL EXPERIENCE: Applicants must possess valid Air Traffic Control Specialist Certificate and/or Control Tower Operator Certificate and capable of becoming Radar/Tower certified. Progressively responsible experience that demonstrated the potential for learning and performing air traffic control work. SPECIALIZED EXPERIENCE: GS-10: Applicants must possess experience in a military or civilian air traffic facility that demonstrated the knowledge, skills, and abilities required to perform the level of work. This experience must have provided comprehensive knowledge of appropriate air traffic control laws, rules, and regulations; experience performing air traffic control duties in the terminal control tower or radar facility under general supervision. Must have terminal controller experiences performing independently. GS-11: In addition the GS-10 specialized experience stated above, applicants must be watch supervisor and/or senior controller certified and will obtain and maintain facility-ratings in dual ATC facilities (Radar Final Control (RFC)/Ground Controlled Approach (GCA)/Radar Approach Control (RAPCON)/Control Tower) and possesses experience initiating and issuing air traffic control clearances, instructions, and advisories to ensure safe, orderly, and expeditious flow of air traffic under instrument and visual flight rules. Experience conducting ATC facility training; experienced in briefing shift personnel on runway utilization, airfield conditions and weather/ground activities. Experience preparing and updating flight following maps; performed some shift supervision duties in a tactical or fixed tower, radar, or Airspace Information Centers (AIC); experience as a Tactical Air Control Team (TACT) leader in a Tactical Terminal Control System (TTCS) or have experiences on deployed teams to remote areas to secure Landing Zones (LZ), Hot Landing Zones (HLZ), Touchdown Zones (TDZ); Precision Obstacle Free Zones (POFZ); and experience maintaining current DoD and DOT/FAA publications, ATC facility logs, forms, records and situation maps. Must have performed 52 weeks as a fully qualified controller prior to official employment start date. NOTE: General and Specialized Experience will be used to determine qualifications for the announced position. MAXIMUM ENTRY AGE Any individual who has reached the mandatory separation age of 56 is not eligible for employment or reemployment as an ATC in accordance with 5 USC ยง3323(a). REENTRY INTO A COVERED POSITION (1) Individuals who are past the maximum entry age limit of 36 but who previously served in covered positions may be reinstated to a covered position only if they: (a) Meet the applicable qualification requirements for the position. (b) Have received ATC Specialist Certification according to Federal Aviation Administration (FAA) standards. (c) Have been qualified and facility-certified in a DoD or FAA ATC facility. (d) Will be able to complete a total of 20 years of covered service as an ATC by the last day of the month in which they become age 56. MANDATORY SEPARATION An ATC Specialist who is otherwise eligible for immediate retirement must be separated from federal service on the last day of the month the employee becomes age 56 unless the employee has not yet completed 20 years of service and a waiver has been granted. In that case, the employee will be separated on the last day of the month in which he or she completes 20 years of service. However, the employee must continue to meet the physical requirements of the position, and if the employee cannot meet those requirements, he or she will have to be removed from the position. OTHER REQUIREMENTS: Must have a valid state driver's license. Must not have any disciplinary action (Article 15 or court-martial) for engaging in an unprofessional or inappropriate relationship as defined in applicable DoD Instructions concerning Army and Air Force Professional and Unprofessional Relationships. Applicants must successfully complete a medical physical and pass a drug test prior to appointment. Education High school or general equivalent degree is mandatory. An undergraduate academic specialization in a technical discipline with courses in administration and management is desirable. Must be a graduate of a formal DoD/Department of Transportation (DOT) Basic Air Traffic Control course. You must provide transcripts or other documentation to support your educational claims.
