Summary This is an Air Reserve Technician (ART) position. ARTs are part of the regular career civil service and enjoy all the benefits granted to Federal employees in the competitive civil service. Responsibilities The primary purpose of this position is: To serve as an Air Reserve Technician (ART), technical authority responsible for coordinating the work of other journey-level workers to perform/advise scheduled or unscheduled inspections, repairs, replacements, troubleshoot, documentation, build-up and tear down, flightline maintenance and operational runs of aircraft propulsion systems installed or uninstalled, and to provide training to all assigned reservist personnel as required in the accomplishment of duties set forth herein. Determine when the nature and scope of repair involves other trades, e.g., aircraft mechanics, electricians, electronics mechanics, sheet metal/structural repair or integrated systems mechanics and coordinate the work of these individuals with the other trades. Duties: Serves as technical authority to perform/coordinate/oversee troubleshooting and analysis of gas turbine engines to determine air worthiness of propulsion systems installed on aircraft on the flight-line and uninstalled in back shop and test cell capacities. Coordinates, oversees and performs the disassembly, repair, overhaul, inspection and reassembly of aircraft propulsion systems, sub-assemblies, and components. Maintain, inspect, operate and certify test cell and hush house. Skilled/certified in the operation and maintenance of diagnostic test equipment, on-board electronic equipment, a variety of special equipment, hand, measurement and power tools. Perform Engine Health Management (EHM) program duties and properly document propulsion system maintenance in historical records and the Maintenance Information System (MIS). Enforces and complies with safety practices and procedures following established safety rules and regulations and maintains a safe and clean work area. Prepares effective training plans to maximize training for assigned personnel. Certify, utilize and enforce the work produced under the USAF Technical Order Program and applicable commercial aircraft/propulsion manuals. Removes or installs entire propulsion systems from/on aircraft, test cell and maintenance stand working as a member or leader of a team. Requirements Conditions of Employment Qualifications QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-8600 Engine Overhaul Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is the ability to do the work of an Aircraft Engine Mechanic with little to no supervision. JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of installation, operation, and repair of a variety of conventional and modified aircraft engines andaccessory systems to troubleshoot, maintain, repair and/or test different types of engines; identify and correctlychoose between alternative methods and trade techniques; adapt accepted repair procedures to new or unfamiliar engines or accessory systems; anticipate required tools and parts; set up the work area; determine degree of disassembly necessary, and the extent of rework required. Knowledge of safety regulations, practices, and procedures. Skill in the use of diagnostic and on-board electronic equipment and systems, automated test equipment, standard and precision measuring instruments such as vibration analyzers, pyrometers, and test benches, and to use computer terminals or personal computers to obtain reference materials, and to update operational and maintenance records. Ability to read and interpret technical orders, manufacturers' manuals, maintenance bulletins, complex multi-viewblueprints, schematic drawings, and other technical information. Ability to troubleshoot engine malfunctions, interpret trouble reports or observed instrument readings,appearances, etc.; make a tentative diagnosis; select needed tools and test equipment; and disassemble the engine or accessory system to locate the defect. Ability to adapt emerging technology and use new tools, test devices, digital diagnostic equipment, and engineanalysis software in the repair and rework of engine parts and components and replace accessories such as portions of electrical, pneumatic, and hydraulic systems. OTHER SIGNIFICANT FACTS: This is an Air Reserve Technician (ART) enlisted position. The incumbent is required to meet and maintain Air Force Reserve requirements. Work schedule will be aligned to allow the incumbent to fully participate in Unit Training Assemblies (UTA) weekends. The incumbent's regular assignments are primarily ART duties; however, the incumbent may also be assigned non-ART duties, generally not to exceed 30 percent of total responsibilities. Must be able to obtain and maintain a Secret Clearance. Performs other duties and shop details, as assigned. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. May be required to fly in commercial and military aircraft to perform temporary/permanent duty assignments and or to support Air Expeditionary Force (AEF) contingencies. May be required to work overtime, rotating shifts, uncommon tours, weekends, etc. May be required to obtain special certification training (i.e., Red X, engine run, etc.). The work may require the employee to drive a motor vehicle. An appropriate, valid driver's license may be required. The incumbent may be required to work overtime to meet workload demands. May be subject to shift work and uncommon tours of duty. FUNCTIONAL REQUIREMENTS: The work requires moderate to strenuous effort. Must stand, stoop, bend, reach, climb, and crawl. Frequently handles items weighing up to 20 pounds, and occasionally lifts and carries items weighing up to 50 pounds. Hoists, hand trucks, lifts, or other employees are available to assist when handling heavy or awkward items. ENVIRONMENTAL FACTORS: Work is performed in clean, well lighted, and well-ventilated production areas. May work outside or inside in areas that are drafty and noisy, such as aircraft hangars. Stands on concrete, metal, or hard composition floors for long periods of time. Frequently exposed to grease, oils, fuels, and solvents; to noise from drills and hammers; and to the possibility of cuts, bruises, and injury from falls from scaffolds, ladders, or aircraft surfaces. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
