Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a AIRCRAFT MECHANIC (UH-72A) (Title 32), Position Description Number D2390000 and is part of the AR ARNG AASF, National Guard. NATIONAL GUARD MEMBERSHIP IS REQURED Responsibilities 1. Manages, monitors or performs overall maintenance within the CAMP and FAA framework, servicing, inspections and documentation for one or more highly technical, high performance UH-72A military aircraft. Performs work in complex conditions under time and/or mission constraints to include all weather and night operations. Trains, coordinates, and oversees the work of Non-Airframe and Powerplant (A&P) aircraft mechanics. Provides mentorship for those journey level workers pursuing A&P certification. Certifies completion of maintenance tasks of non A&P mechanics and certifies the work of journey level workers in other trades working on the assigned aircraft. Certifies aircraft as airworthy before being released for flight. Performs ground checks and assists functional check pilots with in flight functional check procedures. Performs damage assessments and repairs. Participates in mission preparation and recovery operations. Oversees installation of equipment for special missions. Expedites UH-72A aircraft operations to include concurrent servicing, refueling, and/or reconfiguration of equipment for changes in operational missions. Performs preflight, thru flight, and post-flight inspections and scheduled or unscheduled maintenance. Serves as the technical authority to identify and advise on requirements for airframe, mechanical, electrical/environmental, avionics, engine, and pneudraulic repairs on assigned aircraft. 2. Requests maintenance services exceeding AASF capabilities or time constraints. Controls and performs work assignments based upon priorities, workload availability of UH-72A parts, facilities, material and personnel. Coordinates with maintenance supervisor(s) and production control on maintenance requirements to aircraft that require adjustment to changes in operational requirements. Observes and inspects work performed by other UH-72A workers work to insure compliance with applicable technical publications, directives and local policy. Accomplishes operational tests of aircraft systems and components. 3. Maintains UH-72A aircraft under FAA and manufacturer guidelines and conducts inspections IAW Original Equipment Manufacturer (OEM) maintenance publications and special inspection criteria as outlines in FAA, OEM and Army maintenance and safety messages. These include requirements of Aviation Maintenance Action Messages (AMAM), Aviation Safety Action Messages (ASAM) and any other related FAA or Aircraft manufacturer requirement at Field Level maintenance. Required to utilize the Aircraft Notebook (ACN) to make daily entries of: flight data information and maintenance actions performed on the aircraft, parts ordering, and monthly Department of the Army Form 1352 reporting into the Logistics Support Activity and the UH-72A Lakota maintenance management system. 4. Plans, develops and conducts proficiency training during the technician work week to a multi-faceted workforce comprised of Full Time Support (FTS) and supported unit personnel. Sessions are designed to provide training in techniques of repair and maintenance of UH-72A aircraft and related equipment. Conducts and certifies proficiency of trainees for additional or increased responsibilities. Evaluates training by observation of performed tasks. Tracks and records tasks for A&P aircraft mechanics as needed for those A&Ps to meet the requirements of Federal Aviation Regulation (FAR) Part 65.81. Continuously assesses skill level and proficiency of assigned personnel. 5. Complies with safety, fire, security, environmental, and housekeeping regulations. Ensures material and equipment are properly and safely maintained and protected. Ensures current up to date compliance and conformity to all FAA and Original Equipment Manufacturer (OEM) regulatory requirements. 6. May participate in operational flights as a crewmember. Performs other duties as assigned. Requirements Conditions of Employment NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership in the military grade listed below. Selectee will be required to wear the military uniform. Military Grades: Enlisted Minimum Grade - PVT (E-1) Maximum Grade - SFC (E-7) Compatible Military Assignments: Selectee must be a member of the Arkansas Army National Guard. IMPORTANT NOTES (AS APPLICABLE): Upon selection for this position, individual must possess or initiate a National Agency Check with Inquiries (NACI) background investigation. A favorable determination based upon investigative results is mandatory for this position. Failure to meet these requirements will result in termination of employment. A pre-placement physical is required if not already current. Upon selection, must complete mandatory Full-Time Support (FTS) Training at the Professional Education Center (PEC) within six months of assignment (if applicable, training will be coordinated by the supervisor). Individual must meet all military requirements of the position without creating a grade inversion, as determined by the Human Resources Office (HRO). Technicians will not be militarily senior to their full-time supervisor or wage leader (Grade Inversion). Enlisted members currently at a higher grade than allowed by the position (see Military Grade Requirement above) may apply; however, they must administratively reduce prior to appointment and provide confirmation of the reduction to HRO. ADDITIONAL REQUIREMENTS ARE LISTED UNDER ADDITIONAL INFORMATION Qualifications GENERAL EXPERIENCE: Experience or training that has provided the candidate with the skill to remove and replace aircraft parts, accessories, and components, and to make adjustments and settings according to established specifications. Must be skilled in the use of hand tools and test equipment. SPECIALIZED EXPERIENCE: WG -10 (WU in Puerto Rico) - Experience or training installing, adjusting, aligning, troubleshooting, and functionally testing the various major and minor mechanical and pneudraulic systems on an aircraft during overhaul or modification. Experience coordinating the work of other mechanics, and scheduling maintenance to ensure completion of critical actions and optimum workflow. Must have the ability to instruct lower graded mechanics, military and other personnel in the disassembly and re-assembly of crash damaged engines, transmissions, gearboxes, hydraulic components, and fuel controls sufficient for the exhibit to be returned to its shipping container. WG-11 - In addition to journey-level experience or training equivalent to or exceeding the WG-10 or WU-10 grade level, positions at this grade level may include performing duties as a dedicated crew chief. Other positions may include responsibility for performing, coordinating, and/or overseeing the work and any periodic inspections to be done on an aircraft whether it is alone, or with the assistance of other mechanics and/or workers. Some positions may include coordinating the work of other journey-level workers in other trades to work simultaneously on the aircraft. Other positions may include serving as the technical authority to advise on, examine, and approve all airframe, mechanical, electrical, and pneudraulic repairs of assigned aircraft. Must have 30 total months experience as a mechanic in the above duties and be eligible to take the F.A.A. Airframe and Powerplant exam (all phases). WG-12 - Must have all qualifications as stated above and be licensed as an F.A.A. Airframe and Powerplant mechanic. ADDITIONAL REQUIREMENTS/CONDITIONS OF EMPLOYMENT: Males born after 31 December 1959 must be registered for Selective Service. Federal employment suitability as determined by a background investigation. May be required to successfully complete a probationary period. Participation in direct deposit is mandatory. Must be able to obtain/maintain appropriate security clearance 1. The incumbent must possess/obtain within 12 months of position selection, an A&P certificate issued by the FAA per CFR Title 14, part 65, subpart D. 2. The incumbent must possess or be eligible for award of the appropriate security clearance for this position. 3. The incumbent may be required to maintain NGB Non-Aviator Flying Status and qualified for Class III flying duties.
