Responsibilities Summary: The primary purpose of this position is: to develop, implement, and manage the Aircrew Upgrade Training Program within the 437th Airlift Wing Aircrew Training Flight. In addition, the position is responsible for assuming other duties in the absence of the Chief, Aircrew Training Flight. This office is the wing focal point for 437th and 315th Airlift Wings' seven flying squadrons interfacing with 437 AW/CC, 437 OG/CC, 437 AW Standardization and Evaluation to include external agencies HQ AMC/A3T, Air Force Personnel Center, and the C-17 training contractor, Boeing. An equally critical purpose of this position is to design, develop, implement, manage and supervise all facets of training in the direct preparation for continued Expeditionary Airlift Squadron (EAS) deployment of the four active-duty flight squadrons. Serves as the 437 OG/CC's airlift and deployment expert. Advises 437 OG/CC on all facets of C-17 deployments and strategic global airlift operations. Responsible for the overall strategic airlift squadron BAS deployment and training life cycle programs and for overseeing all facets of preparation for the squadron readiness for BAS deployments. Duties: Manages the Aircrew Upgrade Training Program. Designs, develops, implements, manages, and supervises all facets of training in the direct preparation for continued Expeditionary Airlift Squadron (EAS) deployment of the four active-duty flight squadrons. Organizes, manages, and implements all aspects of C-17 aircrew flying and ground training. Conducts aircrew manning and qualification manpower analysis, ensuring all aircrew positions are ready for Charleston's Wartime Doctrine Commitment. Supports and assists with other OST functional areas. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the Specialized Experience Requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions: Administrative and Management Positions- Miscellaneous Administration and Program Series (0301) SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-11 (or higher) grade level or equivalent (may have been obtained in the federal service, military, or public sector). Examples of specialized experience include thorough knowledge of the functions, processes. and principles of program management and leadership as they apply to Expeditionary Airlift Squadron (EAS) deployment requirements sufficient to fully coordinate deployments, and to Aircraft Commander and Instructor Pilot upgrade training and the efficient use of personnel and resources in order to effectively and efficiently upgrade aircrew to the next higher crew qualification; broad knowledge of requirements associated with the preparation and scheduling of aircrews in a dynamic operational airlift environment under an EAS structure sufficient to develop complex EAS deployment packages; comprehensive knowledge of C-17A upgrade training requirements as they pertain to the preparation of aircrew for the accomplishment of operational missions; detailed knowledge of creating, revising, and implementing course syllabi- specifically creating local Aircraft Commander and Instructor Pilot upgrade syllabi; an in depth knowledge of planning and accomplishing a wide variety of concurrent tasks to achieve specific program goals; knowledge of Command's organizational structure and mission; knowledge of operational support squadron functions, and experience in preparing and interpreting operations resource management policies and directives; and knowledge of personal computers, MS Word, Excel, PowerPoint, Access, and Outlook. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of C-17A upgrade and other training requirements as they pertain to the preparation of aircrew for the accomplishment of operational missions. Knowledge and skill in creating, revising, and implementing course syllabi. Must specifically create local Aircraft Commander and Instructor Pilot upgrade syllabi that comply with Air Force and AMC directives. Knowledge of directives governing training programs and activities in order to coordinate the projecting, planning, and managing of training programs. Knowledge of techniques associated with classroom teaching, syllabus adherence, plus associated skills necessary for the completion of training objectives. Broad knowledge of operational functions, missions, and requirements, sufficient to develop, implement, and manage innovative aircrew training programs to expedite readiness and increase overall mission capability. Ability to investigate and resolve conflicts with scheduling, logistics, personnel, program officials, and/or contractors and make necessary revisions. Ability to evaluate the efficiency, reliability, and quality of training data, products, and programs. Knowledge and ability to plan and accomplish a wide variety of concurrent tasks to achieve specific program goals such as applying Air Force upgrade standards to local upgrade programs, working with Boeing contracts, processing aircrew training waivers, adhering to Programmed Flying Training (PFT) allocation process and adapting to the changing command requirements, and scheduling aircrew training and aircraft sorties. Skill in analyzing currency, manning, and airdrop data, developing metrics, and providing advice and in-depth technical guidance to 437 Airlift Wing leadership. Skill in the use of word processors, database and spreadsheet applications, presentation software, and e-mail applications. Ability to plan, organize, and reprioritize work to meet changing deadlines, emergency requirements, and other needs in a dynamic operational environment. Ability to communicate effectively, both orally and in writing, with a high degree of tact and diplomacy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
