Air Reserve Technicians are full-time civilian employees who are also members of the Air Force Reserve unit in which they are employed. In addition to their civilian assignments, they are assigned to equivalent positions in the Reserve organization with a Reserve military rank or grade. Appointee's civilian assignments will consist of the following duties. Responsibilities The primary purpose of this position is: as an Air Reserve Technician (ART), to gain experience and training to become a fully qualified mission-ready pilot in the unit type aircraft. Position also accomplishes a variety of administrative duties related to flight/mission accomplishment such as scheduling, mission planning, AFRC operational training, and mission management. Upon successful completion of training requirements, and a display of successful performance, the incumbent may be noncompetitively promoted. The target grade of the position is GS-13 Airplane Flight Instructor. DUTIES / RESPONSIBILITES 1. Employees assigned to these positions are charged with the responsibility for the flying proficiency of pilots assigned or attached to the unit. This is a developmental position leading to the target grade of GS-13. Analyzes and interprets unit goals, mission, metrics, policies and objectives. Ensure that the unit meets or exceeds readiness requirements and is capable of supporting upgraded/modified/new aircraft as indicated, recommending new or changed programs to maintain wartime capability. Operation of single, twin, or multiple jet engine or turboprop aircraft fixed-wing or rotary aircraft Reviews mission tasking, intelligence, and weather information. 2. Conducts functional flight checks of light airplanes or helicopters following repair, maintenance, or the installation of approved modifications to aircraft systems Flies heavy multiengine transport aircraft to transport personnel, supplies and equipment to a variety of points throughout the continental United States. Ensures aircraft is preflighted, inspected, loaded, equipped, and manned for mission. Pilot's aircraft and commands crew, operates aircraft controls and equipment. Performs or directs navigation, in-flight refueling and weapons delivery 3. Ensures operational readiness of crew by conducting mission specific training. Conducts a continuous and aggressive flying safety program and maintains a complete file on flying safety matters for the education of all assigned aircrew. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the supplemental Office of Personnel Management (OPM) Qualification Standards for Air Reserve Technicians (ART) flying positions, dated 2017. EXPERIENCE GS-11 : No specific length of experience required. The qualifications of Airplane/Helicopter Pilots or Airplane/Helicopter Flight Instructors in an Air Force active duty and Reserve force are directly related to the completion of prerequisite training and number of flying hours rather than years of experience. Additionally, I have the FAA Flight Instructor Certificate or the military equivalent rating. (The pilot certificate must include the rating(s) appropriate to the work of the position to be filled. Note: Candidates establishing eligibility based on military flight experience must provide official orders, forms, or logbooks showing their status as a rated military pilot, flight instructor, or flight examiner, as appropriate. Other certificates that meet or exceed the requirements of the Commercial Pilot Certificate are also acceptable, e.g., an Airline Transport Pilot Certificate) AND I have at least 300 Total Flight Hours; 250 Pilot-In-Command Hours; 75 Night Flying Hours; and I have at least 100 Flying Hours in the past 12 months. NOTE: You must submit proof of Flight Hours. GS-11 Must have been awarded or qualify for a USAF Pilot rating and hold a valid aviation service aeronautical order. Minimum of 300 Total Military Flight Time in Mission Design Series (MDS). GS-12: Must have a minimum of 750 hours total military flight time in Mission Design Series (MDS), hold or qualify for a USAF pilot rating; hold a valid aviation service aeronautical order and have flown military aircraft within the past eight years. GS-13: Must have a minimum of 1000 hours total military flight time in Mission Design Series (MDS), hold or qualify for a USAF pilot rating; hold a valid aviation service aeronautical order and have flown military aircraft within the past eight years. NOTE: You must submit an AFTAR 209 or any official flying hour report and any official document that shows date received aviation service aeronautical order. Federal Time-In-Grade (TIG) Requirement for General Schedule (GS) Positions: Applicants must have served at least 52 weeks at the next lower grade level or higher grade (or equivalent in an alternate system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of and skill in the application of rated aviator expertise as a pilot. 2. Knowledge of and ability to formulate plans and courses pertaining to flying operations and unit flying training activities. 3. Knowledge of the capabilities, limitations, and techniques for employment of unit· assigned aircraft. 4. Knowledge of flying operations and the unit mission. 5. Knowledge of the relationship of the various Air Force Reserve entities, other MAJCOMs and Air Force in overall planning and execution of military operations and evaluations. 6. Ability to resolve issues and maintain good working relations. 7. Ability to communicate effectively both orally and in writing. OTHER SIGNIFICANT FACTS 1. This is a key management position in which the incumbent is required to formulate, determine or influence policies of the assigned units. 2. Aircrew and management duties may include stress (both mental and physical\), exposures to extreme hot and cold temperatures, gravity forces of three in non-fighters and seven in fighters, and short notification for accomplishment of immediate action items directed by unit supervisors/higher headquarters that must be completed before the duty day ends. 3. Must be rated pilot on flying status in unit to which assigned. Must participate in regular and frequent flights as required by the commander. Periodically, as prescribed by regulations, must take and pass standardization! Evaluation examinations which consist of both written tests and actual flight performance to demonstrate flight knowledge and abilities required of the position. Must pass physical examination and meet annual flying requirements. 4. Must be entered in instructor upgrade training when qualified with gaining MAJCOM training regulations. 5. The incumbent's regular assignments are primarily ART; however, the incumbent is assigned non-ART duties not to exceed 30 percent of total responsibilities. As necessary, to meet special or essential unscheduled activities, may be required to work an uncommon tour of duty with brief advance notice. 6. The incumbent may be required to fly in military and/or commercial aircraft to perform temporary duty assignments (TDY). 7. This position is designated as a mobility position. The incumbent must be willing to move/transfer to another unit/location on a lateral or promotion basis as directed by HQ AFRC. 8. This position has been identified as a drug testing designated position. The incumbent of this position may be selected for random drug testing, and be subject to reasonable suspicion testing and safety mishap or accident tests. 9. This is a testing designated position (TDP). The employee is subject to random drug testing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Additional Information Applicant must be commissioned or commissionable as an ART Officer in the Air Force Reserve. Air Reserve Technicians are part of the regular career civil service and enjoy all the benefits granted to Federal employees in the competitive civil service. In addition, Air Reserve Technicians are required to maintain their active membership in the Air Force Reserve unit where assigned. As members of Reserve units, Air Reserve Technicians receive on average one weekend of military training per month. In addition, they are eligible for 15 days active duty tour each year for which military leave is granted with full civilian pay. Air Reserve units and members are subject to immediate call to active duty in mobilization to meet a national emergency.
