**Job Description** **Position Title:** Alarm Monitor/Service Dispatcher **OPEN UNTIL FILLED** **Department/Location:** Member & External Relations/Bismarck, ND **Company:** Basin Electric Power Cooperative **Position Purpose:** Provides security services to protect Cooperative assets and employees, conduct corporate investigations, and provide other security functions. Provides leadership, direction, and oversees the responsibilities of the Service Dispatchers on an assigned shift to coordinate operation of the Security and Response Services (SRS). Responsible to take member consumer calls, dispatch after hours work crews, equipment, or service vehicles in response to consumer requests concerning power outages, member service issues, and emergency requests for services; and to provide telephone coverage during business and non-business hours for Basin Electric Power Cooperative (BEPC), its subsidiaries, member cooperatives, and others in a nine-state service region. **This position is identified as a Critical Infrastructure Protection (CIP) related position which may involve physical and/or logical access to Bulk Electric System (BES) cyber related assets or systems.** **Essential Functions:** + Monitor the security equipment including the card access/alarm system, closed circuit television system, fire alarms, security radio and weather monitoring equipment, and member services radio equipment. Answer and send appropriate responses to the alarms, and input alarm monitoring data. + Provide customer service support to all customers of SRS, both Cooperative and member system wide. This includes the taking of member consumer outage calls, the use of radio or telephone to transmit information and reporting on work progress. + Timely, accurately, and courteously handle incoming calls on designated lines, updating records, and communicating clearly with line crews, office personnel, and member service staff. + Maintain required national and state certification levels; operate electronic security equipment and perform minor or major repairs; conduct security and safety inspections; investigate security incidents and prepare written reports on findings. Contact local law enforcement personnel when circumstances warrant. + Provide assistance to the Physical Security/Compliance Division with projects that fall within BEPC's corporate security policy. Typical projects would include investigations, security surveys, administrative duties, and development of procedures and training programs. + Responsible for remaining current with Emergency Medical Technician (EMT) procedures and responding and treating situations that require these skills. + May plan and coordinates in-service training sessions, and ensures staff meets required standards. **Qualifications** **:** + Knowledge of corporate security procedures; investigative techniques and state and federal laws. + Bachelor’s degree in Criminal Justice or related; or + Associates degree in Security or Law Enforcement Administration; and 2 years of security and/or law enforcement experience; or + High school diploma or equivalent (GED or HSED); and 4 years of related security/law enforcement experience. + Able to obtain a National Registered Emergency Medical Technician certification within 6 months of hire date. + Effective written and oral communication skills, and the ability to provide effective leadership and direction to the dispatch staff. + Proficient with a PC and Microsoft applications and acceptable typing skills + Work rotating shifts including nights, holidays, weekends, and overtime as needed. + A valid driver's license: and able to secure a Class C Commercial driver's license with Passenger endorsement in the state employed. If the incumbent does not have a CDL, after six months in the position, the incumbent will be required to complete CDL theory, obtain a CDL permit, complete Behind the Wheel, and obtain a passing grade on the CDL test by the end of the first year of employment. + Maintain certification in automatic defibrillation and other advanced emergency medical techniques. + Resume required. + The above statements are intended to describe the general nature and level of work being performed in this job. Prompt and regular attendance is a requirement of this position. **Typical Physical/Mental/Environmental Demands:** This position requires the ability to remain in a stationary position and to move about the office building, occasional reaching below and above shoulder level, constant use of keyboard/computer and other office productivity machinery, bending, kneeling, lifting/carrying up to 10 pounds, and pushing/pulling up to 20 pounds. Occasionally, the incumbent uses electronic and hand tools to repair security equipment. Equipment operated includes investigative equipment, drug identification equipment, electronic security equipment, automobile, digital camera, two-way radio, video camera, computerized access/alarm system, emergency medical equipment, taser, and closed-circuit video equipment (CCVE) systems. This position requires finger dexterity, good color vision to distinguish colors on weather radar, and hand coordination. Must be able to speak clearly and have good hearing. The incumbent must have the ability to communicate and must be able to clearly exchange accurate information. Must be able to read, write, perform basic arithmetic skills, and measure distances on maps. This position requires the ability to analyze data and reports, conduct research, implement recommendations, and direct others. The incumbent must also be able to develop plans, procedures, and goals; present information to others, and work under pressure. Occasionally, this position works in conditions of dirt, dust, fumes, chemicals, extreme heat and cold, noise, poor ventilation, and electrical risks. The position may be required to work at heights up to 15 feet. The incumbent must be able to operate a vehicle daily in all weather conditions. Travels up to 5%.
