Job Description

The CDD Manager position reports to the Piney-Z Community Development District Supervisors.  The Manager coordinates the district’s amenities, including the pool, lodge, fitness center, pavilion, playground, and picnic areas on the district's 4.52-acre site.  The CDD Manager supervises and manages district contractors and support staff.  The CDD Manager must post and keep regular office hours, 10 AM - 4 PM four days a week and 12 PM - 6 PM, one day a week, as approved by the Supervisors.  Attendance at all regular workshops and special meetings of the District Board of Supervisors may be required.

 

The Supervisors desire stability and excellent execution of all responsibilities for the ultimate benefit of the taxpayers of the Piney-Z neighborhood. The CDD Manager serves at the pleasure of the Supervisors alone and may be terminated at any time for any reason or no reason.

 

Definitions

Amenities – All assets owned by the Piney-Z Community Development District for the benefit of the residents of the Piney-Z community. District Manager – The Inframark assigned contractor who works cooperatively with the Manager and subordinate personnel. Inframark – The business contracted to assist the CDD Supervisors in managing the Piney-Z Community Development District. Assistant CDD Manager - The Piney-Z Community Development District Supervisor’s secondary at-will employee. Piney-Z Legal Representative – The attorney and legal staff retained by the Piney-Z Supervisors. CDD Manager – The Piney-Z Community Development District Supervisors’ lead at-will employee. Supervisors – Elected or appointed public officials responsible for the Piney-Z Community Development District.

 

General responsibilities (with performance evaluation weight):

 

(40%) Under the general direction of the Piney-Z CDD Supervisors, the CDD Manager will coordinate and execute professional care and upkeep of all CDD facilities reasonably and cost-effectively. (20%) The CDD Manager will evaluate and report asset status in a written plan to all Supervisors on the condition of all facilities at least monthly, making recommendations for maintenance or improvement. (10%) The CDD Manager will promptly (no longer than a business day) respond to all supervisor directions. (10%) The CDD Manager will assist the supervisors in preparing the annual budget. (10%) The CDD Manager is responsible for the CDD website, including updates and improvements. (5%) The CDD Manager will supervise the Assistant CDD Manager and approve timesheets and per diem expenses not to exceed $250. (5%) The CDD Manager will work cooperatively with the District Manager on all matters and communicate to all Supervisors all the issues discussed with the District Manager. The Supervisors will resolve any conflicts between the CDD and District managers.

 

Lesser included responsibilities:

 

The CDD Manager may delegate limited responsibilities as practicable but remains individually responsible for the execution and results to the Supervisors. With the explicit approval of the Supervisors, the CDD Manager will identify and negotiate with vendors for the maintenance and refurbishment of CDD facilities. The CDD Manager will promptly email all supervisors to report all negotiations and identified options. The CDD Manager will promptly refer all questions requiring legal analysis to the Chair for review and guidance. The CDD Manager cannot contact CDD legal representation without the Chair's explicit approval on a case-by-case basis. The CDD Manager will coordinate the leasing of CDD facilities under the general guidance of the Supervisors. The CDD Manager may utilize a standard contract with appropriate addendums under the general guidance of the Supervisors. The incumbent will maintain and recommend improvements to the CDD operations manual. The CDD Manager will review rules regarding amenities no less than annually and recommend updates to the Supervisors. The CDD Manager will maintain the capital improvement and repair log, updating all Supervisors at least monthly. The CDD Manager will maintain all inventories in the CDD properties and be available for public inspection as required by law. Under the Supervisors' general guidance and applicable law, the incumbent will dispose of obsolete CDD property following sound business practices and submit a log of all actions to all Supervisors as needed, no less than annually. The CDD Manager will develop insurance claims and maintain a registry of insurance certificates. The CDD Manager will also review insurance coverages no less than annually and recommend changes to the supervisors, along with estimates from different insurance vendors, to limit expenses and improve insurance market awareness. The CDD Manager will maintain the agenda books, CDD resolutions, and audit report libraries and make all available for public inspection as the law requires. The CDD Manager will oversee the maintenance of the electronic pass master list (including deactivated passes, a list of renters, and the pass holder’s registry) The CDD Manager will collect, review, and code all invoices and payroll records for payment, which will then be sent to the District Manager for appropriate accounting and payment. The CDD Manager will reconcile and prepare a monthly report of all financial account activities and reconcile this report to the records of the District Manager (Inframark). This report will be provided to each Supervisor at least monthly and at every Supervisor meeting. The CDD Manager will perform other duties assigned by the Supervisors.
