In the 2023 legislative session, the Governor’s Office, Minnesota legislature, and leaders for children and families worked in partnership to pass legislation establishing the Department of Children, Youth, and Families (DCYF) to create a sustainable, public face for children’s issues in state government. This new cabinet-level agency brings together programs centered on children and families, including child care and early learning, child support, child safety and permanency, economic support and food assistance, and youth opportunity. Formerly a part of the Department of Human Services, the new Department of Children, Youth, and Families (DCYF) Agency became effective on July 1, 2024. _***_ Telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) _(_ _Within Minnesota or neighboring states only;_ _telework is not allowed in other states_ _) and flexible hours options are available_ _.***_ **Travel is required 20-40% of the time to visit Tribal Nations and counties in fostering/building relationships as well as supporting programs in the development of strengthening prevention programs that support and/or provide ongoing culturally appropriate prevention services.** _As the American Indian Wellbeing Program Consultant, you will provide consultation, technical assistance, support, and collaboration within Minnesota’s culturally appropriate family preservation, early intervention as well as upfront child protection response continuum for Minnesota Tribal, urban Indian, and local child welfare agencies._ _This position seeks to enhance collaborations with internal department staff to support Tribal communities and Indian urban agencies for effectively addressing community identified needs and promoting well-being of American Indian and Alaska Native children and families living in Minnesota._ The AICWI continuum includes: + Child maltreatment prevention strategies and programs + Family preservation and reunification strategies and programs + Child maltreatment response systems capable of screening reports of abuse and neglect 24 hours day/7 days a week, and investigating or offering family assessment services in accordance with Minn. Stat 626.556 + Foster care licensing and support + Permanency for children in foster care; and + Other activities and services agreed to by Tribe and by the Commissioner that further the goals of providing safety, permanency, and wellbeing of American Indian children. Position responsibilities include: + Lead and participate in statewide reform efforts to improve child protection responses for American Indian and Alaska Native children and families, ensuring compliance with the Indian Child Welfare Act (ICWA) and the Minnesota Indian Family Preservation Act (MIFPA). Represent the department on relevant task forces and provide consultation and support to department staff and Tribal, urban Indian, and local child welfare agencies in developing effective practices for the upfront child protection response continuum. + Develop and maintain policy guidance and oversight of Minnesota’s upfront child protection response continuum including substance use and prenatal substance exposure. + Lead, collaborate and implement a statewide workgroup to amend the Tribal State Agreement + Administer and manage grants while seeking opportunities to expand programs that support early intervention, prevention, and safety initiatives for Tribes and Urban and Rural Indian organizations. **Minimum Qualifications** **_**To facilitate proper crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month, day and year for each job held.**_** Three (3) years professional experience working with Minnesota’s Child Welfare system and programs with an emphasis in American Indian Child Welfare. Experience must demonstrate the following: + Knowledge and understanding of Minnesota’s child welfare system and its laws, policies, and practices + Knowledge of the Indian Child Welfare Act and Minnesota Indian Family Preservation Act as well as Tribal State Agreement. + Knowledge of Tribal communities and Tribal laws that affect American Indian children and families. + Knowledge and understanding of cultural differences in working with Tribal communities and nations. + Experience leading and facilitating workgroups. + Experience and knowledge in managing contracts, grants and allocations. **Preferred Qualifications** + Knowledge of the legislative process, state government policies, processes, rules, and laws + Ability to analyze data, prepare comprehensive reports, document findings, and report out to stakeholders. + Variety of experiences working effectively with others from different backgrounds and cultures. **Additional Requirements** REFERENCE/BACKGROUND CHECKS – DCYF will conduct reference checks to verify job-related credentials and a criminal background check prior to appointment.
