Job Description

ProSidian Seeks an AMTF Environmental Regulatory Support Specialist - GSSC (Full-Time [W-2]) to support an engagement for the US Dept. of Energy (DOE) Hanford.  Preferred candidates present with relevant Government, Public Sector, and Infrastructure (Nuclear and Environmental) Sector experience (functional area experience also ideal)  

This service supports relevant Government, Public Sector, and Infrastructure (Nuclear and Environmental) Sector experience (functional area experience also ideal) Sector Clients (For Present / Future Requirements) and ProSidian Team Members work as part of an Engagement Team Cadre (Labor Category ) to fulfill FFP - Firm Fixed Price (FFP) Task Order (TO) requirements for a provide Environmental Regulatory Support for organization, analysis, and review of regulatory, environmental, closure and supporting documentation; supporting oversight and management of closure regulatory requirements; and providing technical and regulatory assistance via the development of policy, strategy, and guidance as well as analysis, interpretation, and responses OBO The U.S. Department of Energy (DOE) Hanford Site, Assistant Manager for Tank Farms (AMTF), Tank Farms Project Division (TPD).

AMTF Environmental Regulatory Support Specialist shall provide support in the following areas:

Closure Documentation – provide analysis and review of closure regulatory and supporting documentation in accordance with environmental and regulatory requirements applicable to Hanford (e.g., DOE O 435.1 Closure Plans, DOE O 435.1 Performance Assessments, DOE O 435.1 Performance Assessment Maintenance Plans, DOE O 435.1 Performance Assessment Monitoring Plans, DOE O 435.1 Composite Analyses, Resource Conservation and Recovery Act (RCRA) Closure Plans, Tri-Party Agreement (TPA) Appendix I Performance Assessments, RCRA Facility Investigation/Corrective Measures Study Work Plans, RCRA Facility Investigation/Corrective Measures Studies, Risk Assessments, etc.).Technical Assistance – provide support in the development of regulatory, permitting, compliance, closure, and TPA and Consent Decree policy and strategy as well as regulatory analysis, guidance, recommendation, and responses.

General Environmental Regulatory Support –

Provide day-to-day support for tank closure activities.Development of written products (including emails and reports, as required) and verbal communication (including briefs to DOE) regarding environmental regulatory activities performed in support of DOE.Performance of environmental, and tank closure reviews/evaluations as necessary to support DOE.

Qualifications

The AMTF Environmental Regulatory Support Specialist - GSSC shall have consecutive employment in a position with comparable responsibilities within the past five (5) years, Must be able to use a computer to communicate via email; and proficient in Microsoft Office Products (Word/Excel/PowerPoint) and related tools and technology required for the position.  

QUALIFICATION REQUIREMENTS

AMTF Environmental Regulatory Support Specialist shall possess the following or equivalent qualifications:Five (5) years of relevant experience in the field of environmental permitting and regulations.Bachelor’s degree in a relevant field of study. Six (6) years of experience in the relevant field may be substituted for a bachelor’s degree.Experience in the development and implementation of RCRA permitting requirements.Experience in the development and implementation of the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) documents.Experience in the development and implementation of DOE O 435.1 requirements and documents.Experience in the development and implementation of National Environmental Policy Act (NEPA) documents.Experience in performing inspections, evaluations, assessments, and management review and appraisal techniques.Knowledge of the Hanford site is preferred.Experience at a DOE Office of Environmental Management site is preferred.Experience in environmental modeling preferred.Experience in working with and negotiating with regulatory agencies.Ability to interact with diverse parties with multiple, potentially conflicting, interests.Well-developed interpersonal skills including the ability to work with individuals and groups of diverse backgrounds in person and by telephone.Excellent written and oral communication skills.Skilled in problem identification and resolution.Identification of any conflicts, potential conflicts, or perceived conflicts of interest with any Hanford Site contractors.Must be a U.S. Citizen.

TRAVEL:  Occasional travel may be required to attend meetings, events, site visits, or other training requirements.  Travel is coordinated with the technical point of contact and approved in writing by the Contracting Officer in advance, and is allowed, in accordance with Federal Travel Regulations. 

LOCATION:  Work shall be conducted at or in proximity to The Hanford Eastern Washington (Tri-Cities - Kennewick | Pasco | Richland) Area
