Anti-Illicit Trade Operations Manager

 

Purpose: 

 

In this role, you will play a critical part in JTI's ongoing efforts to combat illegal trade and protect the integrity of the business. JTI is committed to tackling the trade of illicit tobacco products, and you will be at the forefront of these efforts as part of the Global Anti Illicit Trade Operations (AITO). Your core objectives will include securing JTI's supply chain, combating counterfeiting of JTI brands, and addressing the smuggling and illegal distribution of illicit products that impact JTI markets.

To ensure the protection and sustainability of JTI’s business, you'll develop and implement a strong anti-illicit trade program that supports global strategic objectives and promotes market engagement and advocacy. As the AITO Manager, you will be responsible for delivering these objectives within your designated market, and potentially additional markets as required.

Your duties will involve managing AIT projects, coordinating with external Service Providers (SPs) to conduct investigations, and gathering critical information on illegal tobacco trade activities. You will build and maintain relationships with national and international law enforcement agencies to share relevant information. Collaborating closely with local and regional market management, you'll provide insights into the illegal trade in your market, helping guide key business decisions and contributing to communications about the societal and financial impacts of the illicit trade.

Additionally, you may support investigations into the smuggling of JTI products to ensure the security of the supply chain. Throughout your role, you will adhere to all national laws, JTI’s Code of Conduct, company policies, and AITO Standard Operating Procedures.

 

Responsibilities: 

 

Developing intelligence: Identify, recruit, and manage Service Providers (SPs) in full compliance with legal requirements and JTI policies. Lead and direct investigations through SPs, establishing clear objectives and methodologies. Collect, assess, and share information with relevant law enforcement agencies (LEAs) or for internal risk management purposes. Law enforcement liaison (LE): Build and strengthen relationships with law enforcement, government agencies, and JTI markets. Support local market and AITO regional teams in addressing illegal trade and preventing the diversion and smuggling of genuine JTI products. Occasionally, organize awareness sessions on illegal trade for law enforcement agencies. Reporting: Prepare comprehensive reports and updates on project progress and key objectives, including the development and analysis of intelligence related to illegal trade, trend analysis, monthly reviews, and operational activities. A key responsibility will be preparing intelligence reports for law enforcement and investigation reports to support ongoing AITO inquiries. Additionally, present AITO strategies and findings both internally and externally to relevant audiences. Internal relationships: Collaborate closely with various functions and departments within JTI, including CA&C, AITO, AITS, QA, IP, Sales, Legal, and other market teams. Foster and maintain strong relationships across the company to support regional and market management efforts and enhance the reputation of AITO. Budgeting and travel: Manage financial expenditures efficiently, ensuring strong financial planning and control for projects while meeting reporting requirements. Be prepared for regular domestic travel and occasional travel to other markets within the MENEAT region as needed.

 

Requirements: 

 

2nd level education; a university degree in business, economics, law, or related fields is preferred. Strong report writing and computer skills are essential. Experience in investigative/law enforcement operations or similar roles, including managing investigations in the public/private sector or legal support services, or the ability to demonstrate comparable business experience. Experience working effectively with local and regional law enforcement and intelligence agencies, or the ability to demonstrate comparable business experience. Fluency in English is essential; fluency in Spanish, Portuguese, or other languages is preferred. Strong report writing skills. Proficiency in Microsoft Office applications or similar tools.
