Such alternatives to the above qualifications as the Superintendent of Schools and Board of Education may find appropriate and acceptable. Supervises: Business Office Staff, Director of Facilities, Director of Transportation, and Director of Food Service. Job Summary: Administer all business activities of the district. Responsible for budgeting, accounting, purchasing, and financial planning. Responsible for the operations of the Facilities, Transportation, and Food Service departments. Provide strong financial leadership in conjunction with the long-range plans and mission of the school district. Responsibilities: + Budget: + Responsible for developing and administering the district's annual budget. + Coordinates preparation of the budget document(s) for publication and oversees the preparation of all legal notices. + Accounting: + Establishes and supervises a program of accounting and reporting the District's financial affairs (including fixed assets). + Supervises all accounting operations, including receivables, payables, payroll, general ledger, and internal control procedures. + Assumes responsibility for the annual School District audit. + Coordinates the tax collection process. + Maintains fixed asset inventory control system, including valuation, additions and deletions, and property transfers. + Financial Planning and Reporting: + Responsible for preparing, organizing, reviewing, and evaluating monthly, annual, and long-range financial reports. + Responsible for long-range financial planning, including fund balance and reserve plans as well as a long-range equipment purchasing/financial plan. + Responsible for preparing or supervising the preparation of all financial reports, including State Aid Reports, as required by state and federal agencies having jurisdiction over public school funds. + Prepare other financial and statistical reports as required by the Superintendent, Board of Education, and the State Education Department. + Assists the Superintendent in presenting financial and support service data to the community. + Cash and Investments: + Manages the district's significant investment and debt service programs and prepares all cash flow statements, liaising with bond accrediting agencies, bond counsel, and fiscal advisors. + Seek out grant funding opportunities and provide follow-up information on all utilized district grants. + Capital Projects + Works with architect(s), construction manager(s), fiscal advisory consultant(s), Director of Facilities, Superintendent, and other stakeholders in developing specifications and requirements for any facility projects. + Purchasing: + Develops and administers a program for all purchasing and is the district purchasing agent. + Secure quotes/bids for purchases as required under General Municipal Law + Insurance: + Manages the District's insurance programs. Reviews the programs, analyzing needs, coverage, and risks. Develops and secures bid proposals. + Maintains a policy register and oversees the process of all claims. + Participates in the Genesee Area Health Plan Board + Health, Safety, Risk Management: + Responsible for the District's risk management program and ensuring compliance with federal or state laws impacting the health or safety of District staff. + Participates on the Safety Committee + Work with BOCES in annual inspections and surveillances + File all necessary reports, forms, and notices + Distribute and maintain all mandated training records for employees + Records Access/Retention Officer: + Serves as Records Access Officer and implements board policy to comply with regulations governing public access to records in accordance with the Freedom of Information Laws. + Assure proper compliance with the Records Retention and Disposition Schedule ED-1. + Collective Bargaining: + Participate in the District Negotiations Team, preparing a financial analysis of package components and reviewing statistical information. + Transportation/Facilities/Food Service Departments + Supervises the operations of the Facilities, Transportation, and School Food Services Departments. + Labor relations/discipline of employees. + Professional Development and Standards: + Develops and maintains professional and personal skills and knowledge needed to provide effective leadership as a business official by participating in professional organizations and attending conferences pertinent to the fiscal operation of the District. + Keeps abreast of changes and developments in education and uses this knowledge constructively in the operation of business services. + Legal: + Consults the school attorney in all legal procedure questions pertaining to business affairs. + Policy: + Makes recommendations to the Superintendent of Schools for the formulation of or changes in district school board policy or administrative regulations. + Other: + Works to maintain effective District Community relations. + Carries out any other assigned duties and/or responsibilities deemed appropriate by the Superintendent of Schools or Board of Education. + *Must possess excellent knowledge of accounting methods and measures; have the ability to acquire familiarity and expertise with education law, policies, regulations, and practices of a school district; have the ability to present written and oral communication and opinions clearly and concisely; have the ability to plan and supervise the work duties of others; and must maintain tact and courtesy; good judgment; thoroughness and dependability. Evaluation: The evaluation of the Business Administrator's performance will be performed annually by the Superintendent of Schools based upon the fulfillment of the above job responsibilities. Terms of Employment: Pursuant to a salary and benefits agreement recommended by the Superintendent and approved by the Board of Education, based upon experience and qualifications.
