GENERAL DESCRIPTION:

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.
+ Prepares and submits written evaluation reports on projects that require applying theory and techniques of the Direct Sales Comparison, Cost, and Income Approaches to value
+ Researches areas in the State of Wyoming for real estate market data such as comparable sales, rents, property leases, subdivision analysis, capitalization rates, absorption rates, comparable rents, development costs, and any other data needed in completing the appraisal
+ Provides information and assistance to the public regarding agency appraisal policies and procedures
+ Attends a variety of meetings, including public hearings, staff meetings, and plan inspection meetings
+ Meets directly with landowners or their representatives regarding construction impacts on their properties, explains the appraisal process, and an overview of right of way acquisition function within the Wyoming Department of Transportation
+ Serves as the first contact with a Landowner and works with them to constructively solve problems and anticipate and diffuse any potential issues before the acquisition phase of the project
+ Compiles comparable property data, including sales, listings, offerings, vacancies, cost and depreciation, income and expenses, capitalization rates, etc.
+ Inspect subject properties and compare with various land uses to determine how the elements of comparison affect the overall valuation of the properties
+ Determines the highest and best use of the subject properties taking into account the current use and ideal use
+ Interprets legal real property conveyances and agreements
+ Ensures compliance with Uniform Standards of Professional Appraisal Practice (USPAP) and federal and state appraisal guidelines
+ Researches county records for local market data and landowner property information
+ Consults with the area WYDOT Resident Engineer and Right of Way Project Manager to develop project cost estimates, including acquisition, relocation, and labor needed to clear projects for construction
+ Testifies in court as an official expert witness and provides consultation to state attorneys as requested
+ Determines possible damages and acquires cost-to-cure estimates from local builders and contractors
+ Determines the difference between owner and tenant improvements
+ Acquires right of way for highway and related purposes
Qualifications
PREFERENCES:
Preference may be given to candidates with a Bachelor's degree in Finance, Economics, Real Estate, Agriculture, or Business with two (2) to four (4) years of progressive work experience in highway transportation, real estate, acquisition, or appraisal services.
KNOWLEDGE:
+ Ability to communicate effectively verbally and written with a variety of people, including lawyers, appraisers, judges, city council members, mayors, county commissioners, corporation management, and various cultural differences
+ Ability to negotiate alternative resolutions that meet department and landowner objectives
+ Knowledge of the principles of property valuation, statistics, and economics
+ Knowledge of building construction
+ Ability to evaluate real property and the effects of highway projects on their value
+ Knowledge of the rules, regulations, and laws governing land transactions, water rights law, land surveying, eminent domain law, real estate laws, agriculture and business practices, irrigation, developing engineering plans, zoning, building codes, subdivisions laws, and mapping
MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree
Experience:
0-1 year of progressive work experience (typically in real estate, appraisal, acquisition or title work) with acquired knowledge at the level of a Lands Management Specialist I
OR
Education & Experience Substitution:
3-4 years of progressive work experience (typically in real estate, appraisal, acquisition or title work) with acquired knowledge at the level of a Lands Management Specialist I

+ Must possess and maintain a current driver's license for moderate/frequent travel

+ Acceptance of a permanent full-time non-exempt/exempt position posted for public recruitment
+ Temporary employees accepting a full-time or part-time permanent position
+ Current employees accepting a promotional opportunity - recruitment must have been opened to the public
+ One year of service to WYDOT must be completed, failure to complete this requirement will forfeit the hiring incentive; funds will be recouped from final pay.
+ Internal candidates would be required to remain in the position for a minimum of one (1) year from their promotion date.
+ Employees would only be eligible for one (1) hiring bonus in a 12-month period.
+ If the employee elects to downgrade through an active recruitment and/or appointment during the twelve (12) month period, they would be required to pay the bonus back.
