Summary This position located in the Oklahoma Field Office, the the Division of Resources. This position is concurrently open to all U.S. Citizens under Announcement Number BLM-NM-25-12619960-DE-OPM. Responsibilities The incumbent provides program management for a major cultural heritage program with complex heritage resource management problems due to such factors as: (1) extensive and highly visible conflicts with other resource development activities which frequently invoke serious disagreements among special interest groups because of economic dependency on one hand and significant heritage resources on the other; (2) intensive programming activities requiring the development of detailed estimates of personnel, equipment, materials, and schedules to carry out and monitor such plans; (3) regular development of large scale heritage resource activity plans requiring extensive coordination with other resource programs, federal and state agencies, tribes, public interest groups, other heritage resource professionals, and resource development interests; (4) regular and continual involvement in the formulation of long-range multi-resource management plans where heritage resources figure prominently in the overall management of the area's varied resources; and/or (5) unique or highly diverse and complex archeological, historical or tribally sensitive resources little understood by the professional community, having been subject to little research or being of such complexity that the professional community often differs as to its analysis and importance. Develop goals, objectives, and plans to direct the long-range protection and management of the office's important heritage resources. Determine the significance and effect for all types of cultural resources through application of professional literature, current research, trends within the field of cultural resources management. Provide technical advice and information regarding heritage resource management laws, regulations, and policies. Complete documentation for recording archeological sites identified during surveys, including preparation of primary site forms, feature forms, artifact forms, location maps, sketch maps, and drafted maps. Requirements Conditions of Employment Qualifications In order to qualify for this Archeologist position, you must meet the Basic Requirement AND the Additional Specialized Experience and/or Education requirements described below. BASIC REQUIREMENT: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included the following: three (3) semester hours each in the following course areas: 1) History of archeology; 2) Archeology of a major geographical area such as North America or Africa; 3) Regional archeology, archeological cultures, or sites in a specific part or portion of a major geographical area to acquire or develop a foundation for regional specialization for professional development; 4) Theory and methods of archeology. Methods include, but are not limited to, typology, classification, sampling, cultural evolution, diffusion, dating, and analytical techniques; and 5) Archeological field school, to provide a basic understanding of theoretical and practical approaches to research design implementation, field preservation techniques, and report preparation by participation in actual field work; -AND- Six (6) semester hours of related course work in: geography, geology, or cultural geography; history, historiography, or historical archeology; environmental studies; scientific writing (nonfiction English composition); and/or surveying; -AND- Archeological field school. OR, Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in a related curriculum such as anthropology (with emphasis on ethnology, physical anthropology, or scientific linguistics), history, American studies, or a related discipline may be accepted as satisfying in full the educational requirements, provided the curriculum supplied academic course work sufficiently similar to the requirements in the statement above (including archeological field school). (NOTE: You must submit a copy of your transcripts as proof of any claimed education and your resume must clearly describe your relevant experience.) OR, An equivalent combination of education and experience. College-level education or training that provided knowledge equivalent to that described in statement above, plus appropriate technical experience or additional education. (NOTE: You must submit a copy of your transcripts as proof of any claimed education and your resume must clearly describe your relevant experience.) OR, Four (4) years of archeological work experience that demonstrated a thorough knowledge of the fundamental principles and theories of professional archeology. The work experience must have included archeology field experience, which may include that gained in an archeological field school. Field experience should have included a combination of professional experience in archeological survey, excavation, laboratory analysis, and preparation of written materials. Applicants with such field experience should, after additional experience under the direction of a higher-grade archeologist, be able to demonstrate the ability to be a crew chief, directing the work of others at a single location as a part of a larger archeological project. -AND- Specialized Experience GS-12: One year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) applying the principles, concepts, theories, and methods of archaeology, cultural resource management, ethnohistory and history; (2) evaluating the effectiveness of the office's cultural heritage program; 3) writing professional reports; (4) conducting archeological site inventories and cataloging; (5) compiling data for heritage reports. TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 is required to meet the time-in-grade requirements for the GS-12 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Education To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work. If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study. There is no substitution of education for experience at the GS-12 grade level of this announcement. Additional Information Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement. Physical Demands: Field work routinely requires physical exertion such as long periods of standing or walking over rough, uneven, rocky surfaces or mountainous terrain; recurring bending, crouching, stooping or reaching; using hand tools such as shovels, trowels, or screening devices; and lifting of moderately heavy items such as equipment and samples. Working Conditions: The work regularly involves moderate risks or discomforts which may require special safety precautions, e.g., adverse weather conditions, hazardous driving conditions, irritating or occasionally hazardous chemicals; hostile wildlife; and travel in off-road vehicles. Incumbent will adhere to all safety rules and regulations as prescribed in manuals/supplements or by the designated Safety Officer. The Bureau of Land Management has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
