Leadership:
Facilitate the internalization of World Vision’s core values, vision, mission and Transformational Development/Program integrated ministry model by all staff in the assigned Area.Provide supportive and empowering leadership of programmer staff in accordance with the Transformational Development principlesEnsure effective witness to Jesus Christ in the context of holistic ministry. Facilitate a worshipping, praying and caring community for Area program staff, including building and maintaining strong relationships with local faith-based organisations. Where appropriate, pursue opportunities to partner with the local faith-based organisations in transformational development initiatives.Build a team of highly committed and competent staff, ensuring cooperation and coordination among relevant staff within the assigned Area. Mentor, coach and provide opportunities for the professional growth of Project Coordinators/Managers and all other staff that directly report to you.Create a learning environment in which Project Coordinators/ Managers and other staff within the assigned Area regularly reflect, learn from mistakes and use lessons for personal growth and to revise work plans to improve ministry impact.Ensure that staff understand and follow the WVTL child protection and safeguarding policy and that awareness-raising on child protection, response and incident reporting is occurring including fraud prevention.Work with GAM and technical programmed staff to design projects for donors that are based on consultation with local communities, and which promote Transformational Development and SustainabilityServe as HEA focal point at the Area Program levelManagement:
Ensure that each grant in Area Program is implemented on time, on budget, on target with evidence of change for the MVCs.Supervise staff that report directly to you. Conduct regular coaching and implement the P4P (Partnering for Performance).Ensure high standards of stewardship and accountability for all resources. Work with the Oecusse Area Finance Officer, Administration Officer and other departments to build a strong internal control environment, ensuring compliance with WV financial policies and procedures and promoting a culture of transparency and accountability. Review and approve expenditures according to assigned levels of authority.Ensure adequate funding resources for the Area Programs. Collaborate with the GAM, Project Coordinators/Managers, Technical specialist and Operations Manager to source funding, suggest innovative ideas and prepare proposals for non-sponsorship/grant funding from major donors and others.Manage and monitor all funding commitments, spending against budget and financial reporting on all projects within the assigned Area.Manage WV’s ongoing community engagement and joint monitoring mechanisms that promote local ownership, participation, action learning and adaptation.Lead the assigned Area in preparing reports for annual program and budget planning and mid-year program and budget review.Prepare, review and submit to the Ops Manager an annual plan of action, annual budget, revised mid-year plan and budget and monthly management reports for the assigned Area.Prepare review and submit annual procurement and annual communication plans to relevant department heads.Review all project reports for donors and ensure high quality, timeliness and fulfilment of donor requirements.Provide strategic direction and support to Project Coordinators/ Managers and other staff you supervise.Organize Area Program quarterly reflection (4 times a year)Actively manage sub-contracts and agreements with local partners ensuring they comply to contractual obligationsProgram Quality:
Ensure that all programs and projects in the assigned Area Program comply with WV standards as specified in the LEAP framework and WVTL technical standards.Ensure that program/project approaches, processes and interventions are child-focused, contributing to CWBO, community-based and reflect our Christian identity. Ensure programs align with ministry goals.Ensure that program and project approaches, interventions and processes are consistent with the /Program ministry model and community empowerment approach. Facilitate and/or lead processes in Area/Project and within the Local Management Team to continue action learning and innovation.Support Project, Program and L&E Teams in all LEAP phases of assessment, (re)-design, implementation, monitoring and evaluation. Ensure that Area/Project 1-5-year program designs and redesigns are completed and submitted on time. Ensure crosscutting themes of gender balance, Christian commitment and child protection are integrated into program and project design and implementation.Ensure that community feedback and accountability mechanisms are in place and act accordinglyMonitor the quality of programs and projects within assigned Area. Ensure that monitoring information is used to effect timely adjustments to plans of action and processes and partners are involved in such decisions.Support the project teams and L&E Team in periodic evaluation of projects holistically to ensure the Projects and partner communities are reflecting on learning from and using evaluation lessons for planning and re-design.Manage the annual Programmer Quality Self-Review process and develop an action plan to promote progress towards maturityPartner Relations:
Develop and maintain good relations with local authorities at municipality level including the chief of the Suco, Admin post administrator, municipality administrator and all government agencies relevant to project implementation. Actively seek partnerships with any of them to ensure community and program sustainability. Represent WVTL at inter-agency and government meetings within the assigned Area.Actively network, coordinate and, as appropriate, collaborate with local NGOs, INGOs and donor agencies working within the assigned Area. Participate in inter-NGO networks and meetings.Regularly visit project/communities, at least twice every month, to interact with children, families, groups and leaders.Facilitate the professional and personal development of programme staff, with an emphasis on promoting skills for community engagement, facilitation of group processes and local partneringSecurity focal point person:
Attend regular security network meeting at the district levelMonitoring movement tracking system of staff going out to or from the field.Updating any security issue / concern to the Security officer and supervisor in Dili immediately if possible.Reinforce WV Standard Operating Procedure and Security PlanEnsure staff’s safety and security concern are address in consultation with SAMEnsure that staff in the field base complete incident report form as soon as they return to work after the incident happened in coordination with their supervisor Support security training plan by coordinating training dates and requiring all base staff to attend regularly scheduled security trainings.Required Professional Experience
Minimum 4 years of appropriate professional experience in management and leadership of a comparable community development environmentSound experience in project and program design, implementation, monitoring, evaluation and report writingRequired Education, training, license, registration, and certification
University degree in Agriculture, Agroforestry, Food security, Health and Nutrition and Gender Development Studies, Community/Rural Development Studies, Project Management, or other relevant social science field.Competence in written and verbal English communicationPreferred Knowledge and Qualifications
