Area Program Manager

Key Responsibilities:

The Program Manager provides leadership for a cluster of two to three Area Programs to ensure alignment with the country strategy with minimum annual budget of $0.5 Million and/or more than 2,500 RC.  S/he is responsible in integrating non-sponsorship projects with on-going sponsorship funded programs, supports acquisition of grants and private non-sponsorship and its implementation in collaboration with a separate project team as applicable. S/he is responsible in maintaining relationship with the executive and legislative branch of government at the provincial level.  S/he ensures that WVDF is represented in Provincial coalitions or networks especially with the Provincial Development Council (PDC) and Church Partners. S/he serves as expert resource or coach on Advocacy, DIME, Child Protection, DPA and CESP and ensures that these are properly implemented with quality in all Area Programs under her/him.

The Program Manager also has resource acquisition role. S/he is expected to contribute to the development of project proposals as well as scouting of possible funding opportunity at the Regional and provincial level.

MAJOR RESPONSIBILITIES:

Plans the direction of the cluster including priority child wellbeing issues, RC growth, funding sources and disaster managementPrepares or consolidates, analyzes and submits the Area Program Plan with CESP, DIP, APP and budget details ensuring its consistency and alignment with the TPsAdvocates/networks/coordinates within and outside WVDF to ensure that sufficient supports are available for all Area Programs to deliver quality and timely results.Links the Program Officers with different departments or with other agencies that could provide technical or other support for timely implementation of planned activitiesMonitors and validates progress of Area Programs against plans and budgets.Monitors and ensures all sponsorship deliverables (child sponsorship integration and accomplishments of basic requirements i.e. SOI, APR, CC, Child Count and CWB issues) are responded according to agreed standards.Analyzes cluster level resources, capacity and performance and acts on identified risks or gaps at once.Conducts regular performance agreements and reviews, coaches her/his direct reports, and monitor staff status to ensure accomplishment of targets and maintaining staff wellbeing.Facilitates coaching of direct reports on performance management; well-coordinated/integrated AP plans/activities; staff issues addressed; career managementPerforms administrative tasks relevant to his/her function (i.e., system and/or request approvals – PR, CAs, liquidations, etc.).

Support in the development of concept notes and proposal coordination with RD and Grant Team.Provides final recommendations on area expansion, RC growth and funding models or sources of funds including local resources available within the Area Program

Represents WVDF in Provincial Council for the Protection of Children and ensures LGU is working towards achieving the seal of Child Friendly Local GovernanceProvides updates to LGU/LSB partners on the plans and progress of WVDF programs and submit reports as necessary for inclusion in the plans and accomplishmentJoins advocacy groups within her/his cluster to extend strategic response to WVDF programs.Maps out the programming priorities of different organizations and analyzes implications or overlaps with the Area Programs’ child wellbeing interventions.Attends provincial coalition meetings especially with FBOs and key line agencies and advocate for any possible support to attain quality and sustainable implementation of technical programs.

Facilitates cluster level meetings or activities as needed.Performs other tasks that maybe assigned by her/his supervisor.Participates in professional learning events relevant to her/his function and spiritual nurture activities and events.Provide spiritual leadership that is based on biblical principles, WV core values, beliefs and Christ-centered commitments in actions and lifestyles.Leads the organizational reflection upon request or when deemed necessary.Ensure that direct reports have the opportunity for spiritual reflection and venues to increase their passion for the ministrySupports emergency response, as necessary Effective collaboration with various clusters within the field office.

Required Professional Experience

Master’s degree in Social Work, Community Development or related social sciences or more than 5 years of program management experience for a non-profit organization;

Registered Social Worker or a license to any related Social Sciences degrees or Program Management certification is an advantage;

Experienced in DPA or extensive practice of community organizing and development;

Capacity in resource acquisition and mobilization (i.e., proposal writing).

Required Education, training, license, registration, and certification

Experience in negotiation with high ranking regional or provincial government officials, faith leaders and leaders of private or other non-profit organizations;

Skill in network and/or partnership building;

Working capacity to integrate different projects and approaches;

Articulation of DIME, TPs, DPA, CESP and advocacy and capacity to train/coach others.

Preferred Knowledge and Qualifications

Excellent analytical, monitoring, evaluation, communication and advocacy skills;

Excellent people management skills including problem solving and conflict resolution;

Excellent facilitation and technical writing skills;

Strategic thinking, innovative, self-reliant, and can do multitasking;

Practices grace and calmness under pressure and multiple deliverables.

Travel and/or Work Environment Requirement

Travel within area of responsibilities and Mindanao and other parts of the country as needed
