Job Description

The Assistant Chief Power Engineer is responsible for assisting in supervising and directing the activities of the Operations personnel providing vacation and leave relief for the Shift Engineer and for the other members of their crew (the Control Room Operator and Plant Operators) and may assume the responsibilities of the Operations Manager (Chief Engineer) in their absence.

The Assistant Chief Power Engineer is designated as the top-ranking individual when on duty after-hours, weekends, and holiday times when the plant management staff is not on site, and is responsible for plant operations and decisions regarding personnel and safety matters.

Main Responsibilities:

Supervise, direct and effectively coordinate the Operating Crew on a shift to safely operate the power plant and associated equipment in accordance with established procedures, practices and regulationsProvide vacation, leave and/or training relief firstly for Shift Supervisors assigned to a specific crewProvide support to capital projects and major outage planning/workCollaboratively participate in all commissioning and start-up activities as requiredEnsure the plant and associated equipment is operated in compliance with applicable regulations, policies and proceduresExercise sound judgment and take timely actions as needed to ensure personnel safety, to remain in compliance with regulations, and to prevent equipment damageAdminister the plant Lock Out/Tag Out program to ensure tasks are completed safelyImplement safety programs and lead Operating Crew members to adopt safe work practicesOperate the plant and all associated equipment through the Delta V DCS system to ensure operation within specified parametersPerform plant rounds outside the Control Room as requiredEffectively communicates plant status to Plant Management, the Operators and other persons in the PlantProvide leadership to develop standard operating procedures and practicesEnsure that the SOPs are revised and reviewed in a timely manner to reflect current best way practices to operate the equipmentAssist the Operations Manager in the oversight of daily plant operations and with plant scheduling and manpower loadingAssist the Operations Manager with the optimization of plant operating performance and productionAssist the Operations Manager with budgeting and prioritizing Capital requirementsAssist the Operations and Maintenance Managers with the planning of the maintenance shutdownsTroubleshoot operational problems and initiate maintenance requests. Assists operational and maintenance teams in achieving operations, maintenance, reliability and capital objectives. Identify gaps in the management system and makes recommendations for improvements. ∙ Collaborates with the Tradespeople, Plant Management and/or Contractors to troubleshoot and resolve maintenance issues Assess risks posed by identified problems and ensure management and other plant personnel are made aware of those risksPerform minor breakdown and preventive maintenance tasks as requiredPerform other duties related to operations including assisting with maintenance planning and coordination, investigating loss events, and developing/reviewing proceduresManage the performance of Operating Crew members. Encourage, train, mentor and coach Operating Crew members to complete their job tasks, learning systems and for professional qualifications. ∙ Provides Team Members with performance and development feedback and support. ∙ Signs off other Team Members’ qualifications as competent to operate a given system. ∙ Collaborate to develop the site reliability and operations continuity plansParticipate in the shutdown planning and scheduling activities for both sites. Collaborate with local teams in identifying work and with the writing of procedures and task identification for individual site requirementsWork with the site teams to prepare and review safe work procedures for all operating and shutdown activitiesEnsure good communication and cooperation between both Plant sites and with corporate teams. Contribute and in some cases lead the development of regional initiativesComplete required logs and reportsSchedule Operating Crew personnelMay have the opportunity to assist and work at the other plant for short assignmentsMay be asked to participate on health and safety committees and initiativesEnsure good communication with stakeholder representativesEnsure the compliance of subcontractors and participate in their pre-qualificationPerform other duties as assigned

Qualifications

Minimum Requirements:

Possess a valid BC Interprovincial First Class or Second Class Power Engineer’s Certificate of Competency (First Class preferred; if a Second Class candidate is selected, temporary certificates may be applied for as needed to cover for the Operations Manager; candidates may need to obtain Class One certificationThe candidate will possess a valid BC Interprovincial First Class or Second Class Power Engineer’s Certificate of Competency; supervisory background in an electrical generating facility is preferredExperience with and CEMS operation is a requirement of this roleExperience as a Control Room Operator or Shift Supervisor in a Solid Fuel facility is highly desirableThe position requires a broad background in plant operations including at least ten (10) years in hands-on and/or supervision of Power Plant machinery.General knowledge and/or experience in industrial safety are required or equivalent combination of education and experience.

Technology Skills Requirements:

Solid computer skills: proficiency with spreadsheet, email, and word processing software required; Microsoft Office and Windows preferred.A working knowledge of Computerized Maintenance Management Software VAMS applications will be an asset.

Special Requirements:

Experience in a power generating plantExperience working with biomassExternal candidates must possess all required safety certifications prior to employment, including:Confined Space TrainingFall Protection CertificationWHMIS (Workplace Hazardous Materials Information System)Any additional site-specific safety certifications as required.

Physical Requirements: 

Be able to work for prolonged periods in extremes of hot and cold temperatures and inclement weather conditions. Be able to tolerate dust and other airborne particles and work around other materials such as biomass, diesel and lube oils. Under certain conditions while working in the plant, may be required to wear a respirator. Required to wear safety equipment and FR clothing where appropriate. Requires frequent stooping, bending, climbing, reaching, and carrying and moving heavy objects with assistance when required. Must be able to work from ladders, scaffolds, and high-lifts, and in confined spaces.

Work Environment:

Permanent position, offered on a full-time basis.

Salary:

$140,000-$160,000 annually + eligible for company annual bonus program
