Assist the Controller in giving oversight of all accounting and clerical functions of the finance department including the integrity and adequacy of the accounting system and staff.
ResponsibilitiesDescription of Position:
Coordinate and supervise the preparation of, and forwarding to Territorial Headquarters, the completed draft of the divisional consolidated financial statements and related analyses.Act as primary contact with the Grant Thornton audit team while conducting the Eastern PA aspect of the territorial consolidated audit.Coordinate the preparation of the annual budgets and required reports for all divisional funds including general, service extension, camp and city activities.Supervise the timely and accurate preparation of the annual fiscal closings for all divisional funds including general, service extension and camp funds. Give assistance as needed for the annual fiscal closings for city activities, special appeals, city shelters, foster care and Reed Street programs.Prepares Divisional, Service Extension and Greater Philadelphia Area 990 for funding applications.On a monthly basis, monitor the financial condition of the divisional funds, bringing any adverse conditions or trends to the attention of the Command Finance Council.Coordinate the schedule of internal audits of Corps conducted by Officer personnel.Review and approve in Mainstay (City of Philadelphia website) the monthly billings for the Eliza Shirley & Red Shield shelters as it relates to contracted totals and report any significant deviations to the Assistant Controller of Greater Philadelphia Operations (GPO).Direct responsibility to maintain the payroll general ledger and prepare the payroll bank reconciliations.Direct responsibility for the maintenance of the fixed asset fund, including acquisitions, disposals, transfers and the general ledger.Provide direct supervision to the Divisional Chief Accountant, Construction Accountant and Payroll Supervisor.Direct responsibility for the calculations of, and submission to payroll, the fringe benefit taxable income for the employees’ use of Salvation Army vehicles.Direct responsibility for the calculation of allocation of the various insurance premiums (except employee health), IT charges & employee pension costs received from THQ towards the units throughout the division.Direct responsibility for the world service activity, including cash transfers to THQ, general ledger activity and the preparation of the final report to THQ.Ensure that all budgeted transfer transactions between EPA operating funds are prepared and posted timely and accurately.The above list of job duties is not exclusive or exhaustive and the candidate will be required to undertake such tasks as may reasonably be expected within the scope of the post.
QualificationsRequirements:
Bachelor’s degree in accounting or finance. Graduate degree in business administration or related field preferred.At least seven years of accounting experience in a computerized accounting environment.Ability to form and maintain effective business relationships.Proficient with Microsoft Excel.Possess strong time management, analytical, communication and interpersonal skills.As a Mandated Reporter, must provide proof of having completed training on recognizing and reporting child abuse meeting the training standards of PA Act 153 of 2014 within 30 days of employment with recurrent training required every five years thereafter.Child Protection Clearances PA Act 153 requires that all prospective employees complete the following clearance and background checks prior to employment: PA Child Abuse History Clearance, PA State Police Criminal Record Check and FBI Criminal Record/Fingerprint Check.
