Duties Description The Assistant Counsel, NS=25, in the Executive Office (OSEC), is an entry-level position with the degree of complexity of work assigned rapidly increasing commensurate with proven ability: This position would be under the direct supervision of both the General Counsel and the Secretary to the Commission with responsibilities related to providing legal research and analysis for the benefit of each of the Public Service Commission’s seven full-time members. The duties would include, but not be limited to: • Analyzing applications and petitions for Public Service Commission (Commission) action on utility requests for rate increases, tariff changes, and other matters. • Researching and interpreting complex areas of regulatory law, Commission decisions, and economic policies. • Preparing memoranda on legal issues related to actions of the Commission. • Providing legal advice to other divisions within the Department, as needed, on legal aspects of pending cases. • Undertaking legal and related research based on requests made by individual Commission members. • Participating in briefings of Commission members. • Analyzing issues, studying the law related to all types of proceedings conducted by and before the Commission. • Assisting the public in understanding, and being involved in, Commission processes.
Minimum Qualifications Law degree and two years of experience as an attorney. Must be admitted to the New York State Bar.
