ASSISTANT DEPUTY DIRECTOR OF EXERCISE AND TRAINING

Responsibilities The primary purpose of this position: To serve as Assistant Director of Exercises and Training (CCJ57), Plans, Policy, and Strategy Directorate, HQ, U.S. Central Command (USCENTCOM) CCJ5, providing leadership, management, direction, guidance, and oversight for the planning and execution of joint and combined military exercises and training in the USCENTCOM area of responsibility (AOR). Assistant Deputy Director, working with the Director and the Deputy Director for planning, organizing, and overseeing the daily activities of the USCENTCOM Commander's Exercises and Training program. Exercises supervisory personnel management responsibilities. The Assistant Deputy Director represents the Exercises and Training program in a variety of National Command Authority, Office of Secretary of Defense, Joint Staff, National Interagency, Coalition and International Coalition Conferences and provides briefings as required. Participates with the Director and the Deputy Director in providing Joint Training Exercise and Evaluation Program (JTEEP) specialized technical expertise. Provides input to senior leadership concerning policy guidance and direction on the development and execution of combined military exercises and training requirements in the USCENTCOM area of responsibility. Requirements Conditions of Employment Qualifications Conditions of Employment Continued: This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment, the incumbent is to (a) refrain from the use of illegal drugs, and (b) if requested, submit to urinalysis testing. Appointee must sign a statement acknowledging the position occupied is a Testing Designated Position. Not following these guidelines will result in termination and/or prosecution. This position is emergency-essential (E-E). The incumbent of this position must meet all requirements of E-E positions and may be required as a condition of employment to take a series of vaccinations and annual boosters to immunize against anthrax and other diseases according to DoD guidance. In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the E-E duties until relieved by proper authority. The incumbent or designated alternate, may be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an E-E position and requires the incumbent, or designated alternate, to be removed from any military recall status. While deployed to an overseas location, the E-E duties may require the incumbent to be issued and carry a firearm; operate a government vehicle during specific authorized situations, and to wear a gas mask and chemical protection gear. Incumbent must obtain and maintain firearms qualification. Incumbent is required to wear the approved Department of Defense (DOD) civilian uniform while deployed. Some of CENTCOM's AOR has been considered "War Zone" hazardous duty. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Miscellaneous Administration & Program (0301). SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-14 (or higher) grade level or equivalent pay systems (may have been obtained in the federal service, military, or public sector). My experience includes Mastery knowledge of qualitative and quantitative techniques to apply DOD and Joint management principles, concepts, methodologies and financial management directives, guidance, and policy. Current practical knowledge and experience with combat and non-combat operations and allocation of Joint Exercises and Training processes sufficient to oversee strategy development, policy implementation, and long-term planning in the USCENTCOM AOR; including Mission Rehearsals preparing Combined and Joint Task Force Staffs Component battle staffs to respond to an emerging crisis in the USCENTCOM AOR. Mastery knowledge of the capabilities and processes utilized by the Joint Training Exercise and Evaluation Program (JTEEP) in support of COCOM exercise and training requirements. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-inĀ­-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Mastery knowledge of qualitative and quantitative techniques to apply DOD and Joint management principles, concepts, methodologies and financial management directives, guidance, and policy. Ability to plan, organize, and provide technical expertise regarding functions required to plan, prepare, execute, and evaluate exercise and battle staff related events including Commander's priority initiatives and focus within the USCENTCOM AOR. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources (resource reallocation). Ability to communicate effectively, both orally and in writing to the senior leadership within USCENTCOM as well as the Joint Staff and the Office of the Secretary of Defense. Mastery knowledge of the capabilities and processes utilized by the Joint Training Exercise and Evaluation Program (JTEEP) in support of COCOM exercise and training requirements. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
