Position Objective: This position is responsible for planning, directing, and managing track inspection functions of the Maintenance of Way (M of W) Track Department to ensure that Metro-North’s track and right-of-way are maintained in safe operating condition. The position is responsible for overseeing and optimizing the railroad's track inspection operations to ensure full compliance with CFR Title 49, Part 213 regulations. This role leads the development, implementation, and continuous improvement of inspection protocols, while providing guidance and training to inspectors to enhance their understanding of regulatory requirements and best practices. The position requires monitoring of Federally mandated inspection activities. Responsibilities: + Oversee Track Inspection Operations: Manage and coordinate track inspection activities to ensure compliance with CFR Title 49, Part 213 regulations, including regular inspections, condition assessments, and reporting requirements. + Develop and Implement Inspection Procedures: Continuously refine and improve inspection processes, methodologies, and safety protocols to enhance the accuracy and effectiveness of inspections while ensuring regulatory adherence. Communicate with managers in other departments to get input on activities that might impact M of W work, awareness of operational problems, and their impact. Communicate with department managers and first-line supervision daily concerning track inspections and special assigned projects. + Training and Development: Provide direction and input on training programs to improve inspectors' understanding of regulatory requirements, inspection techniques, and safety standards, ensuring inspectors are equipped to perform at their highest capability. + Quality Assurance & Compliance: Monitor and assess inspection reports, identifying areas for improvement, ensuring adherence to CFR 49, Part 213, and driving continuous improvement in compliance and operational standards. + Collaboration and Leadership: Foster cross-departmental communication and provide leadership to inspection teams, guiding them in the implementation of best practices and addressing challenges to improve overall performance and inspection accuracy Ensure inspection checklist and grease logs are up to date. Select, develop, and motivate staff and provide career development for team members. Provide effective coaching and counseling. Manage team and individual performance. Create a professional environment that respects individual differences and enables staff to develop and contribute to their full potential. + Right of Way: Coordinate the material left behind by crews is identified and brought to the attention of the Assistant Director . Required Qualifications: Required Knowledge/Skills/Abilities: + Strong oral and written communication skills. + Strong working knowledge of Microsoft Office and/or comparable applications. + Strong knowledge of track structure and special track work, including inspection of track. + Must be able to recommend improvements or replacements to better support the track engineering systems . + Strong Knowledge of inspection requirements along Metro-North’s right-of-way. + Knowledge of FRA regulations and AREMA practices. + Ability to analyze complex situations and make quick and effective decisions based on that analysis. + Strong leadership skills with the ability to foster teamwork and direct interaction with the workforce . + Must be able to implement and participate in Metro-North Railroad’s Priority One Safety Program to promote a safe work environment. + Strong knowledge of safety rules and regulations to promote a safe work environment. + Strong interpersonal skills with the ability to interact with internal departments and outside agencies. + Must be able to work outside of normal working hours as needed to support maintenance and construction projects. + 24-hour, 7-day availability required. The following is/are preferred : + Familiarity with Metro-North Railroad policies and procedures. + Familiarity with Metro-North’s collective bargaining agreements. Required Education and Experience: + Bachelor’s degree in Engineering, Construction, or related discipline. Demonstrated equivalent experience, education , and/or technical credentials to include four (4) additional years of related experience may be considered in place of degree. + Minimum of seven (7) years of experience in railroad and/or transportation operations, including track inspection experience with demonstrated in-depth knowledge of the requirements in CFR Part 213 & 214. + Minimum five (5) years of progressively complex management experience managing projects and a diverse workforce. Preferred Education/Experience/Training : + Experience auditing compliance with respect to Part 213 requirements is strongly preferred. Other Information This position is safety-sensitive and subject to toxicological testing. According to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the “Commission”). Employees driving company vehicles must complete defensive driver training once every three years for current MNR drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
