_This position exists to provide director-level leadership to the Office of Inspector General’s Program Integrity Oversight Division, with emphasis on the Medicaid Audits and Investigations, Medicaid Program Integrity, FPI & MinnesotaCare, and Nicotine Point of Sale Prevention and Control units._
_Under administrative direction of the Deputy Inspector General of the Program Integrity Oversight Division, this position is responsible for executive leadership, operational management, administration, strategic planning, and coordination and direction of fraud and abuse prevention, detection, and investigation functions of health, social services, and economic assistance benefit programs administered and/or overseen by Department of Human Services (DHS). This position provides leadership in the Program Integrity Oversight Division, within the Office of Inspector General (OIG), and in department-wide forums, across administrations, other state and federal agencies, and counties._
_Responsibilities include but are not limited to:_
+ _Strategic planning and setting strategic direction._
+ _Agency-wide coordination of program development, including policy analysis, development, implementation, and/or coordination of agency activities with those of state, regional, and federal advisory committees, or other state and local agencies with similar targeted or related programs._
+ _Large-scale coordination and implementation of project activities and initiatives._
+ _On-going evaluation and reporting for multiple efforts at the state, regional, and federal committees. Develops and recommends budgetary and legislative proposals including new and revised statute, rules, policies, procedures, and budget requests._
+ _Recommends policy alternatives to resolve controversial, sensitive, and complex issues._
+ _Assumes the responsibilities of the Deputy Inspector General of Licensing, in his/her absence._
**Minimum Qualifications**

Professional leadership or supervisory experience; AND
Two (2) years of health and/or human services regulatory compliance experience managing programs, including strategic planning and directing the work of staff; OR
Five (5) years of professional leadership or supervisory experience
Experience must demonstrate the following:
+ Knowledge of preventing, detecting, and investigating fraud, waste, and abuse.
+ Designing and/or implementing data-driven policies, procedures, and/or practices.
+ Developing and maintaining effective working relationships with a variety of internal and external stakeholders.
**Preferred Qualifications**
+ Knowledge of the following:
+ _Government agencies and how they function._
+ _Program integrity principles and policies for Medicaid, Fraud Prevention Investigation (FPI), MinnesotaCare, and Nicotine Point of Sale Prevention and Control._
+ _State and county human services delivery and management systems._
+ _Skill in organizational and change management._
+ _Ability to represent DHS, the Office of Inspector General (OIG) and Minnesota State government at state and national professional groups and the annual conferences of constituent groups._
+ _Minnesota’s Health Care Programs (MHCP) and Medicaid._
+ _Human services and public assistance programs administered by and/or overseen by Department of Human Services (DHS)._
+ _Legislature and public policy development._
+ _Program integrity principles, functions, activities, processes, and practices._
+ _State budget and fiscal frameworks necessary to inform annual budget setting, budget proposal development, and budget execution activities._
+ _Critical thinking to the extent that the incumbent can make executive level decisions._
+ _Ability to establish and maintain working relationships with staff from county human service agencies, and with other public and private organizations and individuals involved in issues related to the Department’s compliance with all requirements of state and federal laws_
+ Variety of experiences working effectively with others from different backgrounds and cultures.
