Assistant Director, Campus Safety and Mobilty Office

The Assistant Director, CSMO leads in the planning to execution of Office operations related to security affairs and campus mobility. The position supports the Office’s plans and directions ensuring that processes and systems are aligned and well-integrated.


Main Duties and Responsibilities:
I. Strategic Leadership

Keeps track of updates and developments that affect the University as an organization and as an academic institution, with specific focus on campus security and mobility.

Drives conversations on campus security and mobility by providing data analysis and forecasts, insights, and recommendations to unit, school, and University leaders.

Sets the direction and develops metrics related to campus mobility and security affairs, including setting standards/targets.

Evaluates the urgency and importance of various issues, making informed decisions based on established policies, and providing clear and timely responses to stakeholders.

Monitors the performance efficiency and progress of the Campus Mobility Section and Security Affairs team.

Provides development opportunities for growth for the Campus Mobility Section and Security Affairs team.

Represents the University in dialogues on safety and mobility.

Builds and sustains strategic and mutual partnership with the University community to fully understand their needs, and with barangay and government officials to operationalize University needs.

Establishes linkages with various government agencies related to security and mobility (e.g. PNP, AFP, LGUs, MMDA).

II. Security Affairs

Serves as the immediate head of the Security Affairs team.

Plans, directs, implements, and evaluates comprehensive security activities to secure the individuals on campus and the protection of University property.

Establishes systems and processes that will continually review and challenge the status quo to improve the security on campus.

Identifies, investigates, and resolves security breaches, employing strategic analysis and swift action to mitigate risks.

Initiates and oversees programs for the ADMU car sticker registration and issuance system, ensuring efficient management and compliance across the university community.

Oversees the deployment and effectiveness of the outsourced security personnel and technology, ensuring strategic placement and utilization to maintain a secure environment across campus.

III. Emergency Management

Serves as the alternate Incident Commander in the Campus Emergency Management Plan, ensuring continuity of leadership and decision-making during emergency situations.

Develops, plans, and delivers comprehensive training programs to equip unit heads with the knowledge and skills needed for Disaster Risk Reduction and Management (DRRM), enhancing their preparedness and response capabilities.

IV. Office and Team Management

Reviews and makes decisions on appeals to results of investigations pertaining to violations related to campus security and mobility.

Stays informed about the processes and operations of all CSMO sections, ensuring a comprehensive understanding of their functions and workflows

Plans and monitors the budget and expenditures of the Campus Mobility Section and Security Affairs team.

Oversees the development, review, and if necessary, updating and revision of policies related to campus mobility and security affairs, and provides inputs for the development of general Office policies.

Addresses concerns in the absence of the Director, ensuring continuity of leadership and the smooth functioning of Office operations.

V. Performs other work-related tasks as may be required by the immediate
supervisor and authorized representative
