SUMMARY
The Assistant Director Capital Budgeting is responsible for developing, overseeing and managing the capital budgeting at The Johns Hopkins Hospital, East Baltimore Utilities, LLC and the Johns Hopkins Bayview Medical Center. This position supports the development and management of the capital budgets at The Johns Hopkins University School of Medicine, Howard County General, Suburban, Sibley, Johns Hopkins Medical Management and All Children’s Hospitals, and various satellite ambulatory locations, as required.
The Assistant Director makes decisions and recommendations that have direct impact in achieving the Health System’s goals and objectives. The Assistant Director, in conjunction with the JHHS FD+C leadership, identifies and remedies controversial issues with JHHS clients. The position requires a high degree of creativity, foresight, and mature judgment in planning, organizing, and guiding the development of the capital budget.
The Assistant Director reports to the Senior Director Capital Budgeting and Accounting, Facilities and oversees two to three direct reports. The position collaborates with JHH, JHBMC and Utilities LLC Capital users and the Facilities team to develop affiliate budgets. The Assistant Director is also responsible to work with affiliate capital leadership, Supply Chain leadership and JHHS financial leadership to consolidate and provide due diligence on the JHM capital budget which is a multi-year program in excess of $2 billion.

The Assistant Director is responsible for developing the capital budget in keeping with JHHS’s goals and objectives. The Assistant Director is also expected to be a key part of the team that develops, implements, manages and continuously improves the software systems utilized by the budget and construction teams.
The Assistant Director Capital Budgeting should consistently meet the following JHHS objectives:
Ensure that effective due diligence is completed to support the formulation of the capital budget. Supports effective and timely budget communications between all parties on a regular basis. Provides effective integration of diverse and conflicting views for the successful development, coordination, and implementation of the capital program. Serves as the leader of the team that is responsible for the preparation and timely maintenance of meaningful reports for the capital budget. This includes the preparation and review of materials with Senior FD+C leadership for key trustee and Senior Leadership presentations including but not limited to the JHM Annual Capital Budget. Supports the development and maintenance of a database of past project capital budgets and respective capital budget justifications. Provides team leadership, development, and mentorship. Represents the Health System to outside agencies and stakeholders, as required.Overall Duties and Responsibilities
Develops and ensures adequate organizational structure, processes, procedures, and controls to maintain a highly professional and effective capital program.
Working with the Senior Director of Capital Budgeting and Accounting and the Assistant Director of Construction, recommends required levels of funding necessary to carry out the development and management of the JHHS capital budget. Working with the Senior Director of Capital Budgeting and Accounting and the Assistant Director of Construction, conceives and recommends plans and processes necessary to efficiently develop and execute the JHHS capital budget and program. Manages and utilizes available manpower through reassignments, additions and/or deletions brought about by changing responsibilities and workload trends. Manages and utilizes database systems used to support the development of the capital budget including compiling and tabulating reports regarding capital expenditures and the software required to manage capital projects – currently Stratajazz and PMWeb. Coordinates with colleagues, especially JHHS Architecture + Planning, FD+C project management, departmental capital experts, Supply Chain peers & leadership, Clinical engineering peers & leadership and facilities engineering associates, to develop informed and accurate project budgets for affiliate managed capital portfolios. Evaluates on an ongoing basis, but no less than annually, the capital budget systems and processes strengths/weaknesses and provides recommendations for continuous improvement of the capital program. Serves and empowers the team to implement capital process changes and system improvements. Coordinates with colleagues, especially Assistant Director of Capital Accounting, Assistant Director of Procurement, Supply Chain peers, Fixed Asset Shared Services peers, JHHS Finance Peers peers, direct reports, and Senior Director of Capital Budgeting and Accounting on capital budget and departmental matters. Recognizes and delivers suitable services for various entities of JHHS.Responsible for supervision of the FD+C capital budget team.
Maintains effective coordination of the capital budgeting team to ensure that the team works collaboratively with capital stakeholders with clear and established roles and responsibilities between team members and external stakeholders. Develops and monitors, on at least a quarterly basis, data driven key success factors to measure the efficiency and effectiveness of the affiliate and JHM capital programs, as well as key strategic projects. Consistently meets the following JHHS capital program objectives: Supports development of conceptual through final project budgets, as required. Works collaboratively with the Assistant Director of Capital Accounting, Assistant Director of FD+C Procurement and key Architecture + Planning peers to keep them regularly informed of emerging and newly approved capital projects. Provides meaningful information in updates to these team members to add to their ability to efficiently and effectively pursue their work on these new projects. Establishes overall goals, objectives, milestone and planning for capital budgeting at both affiliate and JHM levels. Reviews and gains approval for recommended plans and communicates these plans to all capital stakeholders in a timeframe that enables maximum response time for capital users to develop capital plans. Ensures accurate records of accountability are maintained. Develops concepts and implements processes to provide key and meaningful data to departmental capital stakeholders to streamline their planning and budgeting efforts. Reviews capital requests on a routine and timely basis, utilizing accurate and updated data to predict trends and conform programs to meet projected affiliate and JHM capital funding levels.Responsible for developing and managing/aggregating the JHHS capital budget.
Works with colleagues and Senior Director of Capital Budgeting and Accounting to develop the JHM Capital Budget. Coordinates the capital budget calendar and process with all affiliates and departments, as required, by providing effective, clear, concise, and timely communication on a regular basis. Collaborates with colleagues in the development of the capital budget to help ensure that initial scopes, estimates and schedules are informed by historic budget information and trends. Works closely with the Assistant Director of Capital Accounting to track capital expenditures and provide reports and updates, as required. Ensures budget reports are accurate and timely. Draws upon a thorough working knowledge of GAAP, decision support software – currently StrataJazz, Excel and other software - to enhance the development and tracking of the JHM capital budget, etc.Regularly communicates with staff to disseminate information, discuss issues, and seek staff feedback.
Holds regular team meetings, maintaining written agendas and noting staff feedback. Responsible for promoting recognition programs. Fosters an atmosphere of teamwork with direct reports, as well as with colleagues across the Facilities Department and the Health System.Direction Given and Received
The Assistant Director plans, organizes, and supervises the budgeting and works closely with Senior Directors on major initiatives, projects, problem-solving, and changes to achieve JHHS objectives.
Works independently within broad, overall, established JHHS FD+C goals and objectives. Renders decisions in concert with Senior Directors on important issues of a technical, budgetary, administrative, and scheduling nature within overall JHHS goals with regard to capital budget development. Collaborates with Facilities Leadership to effectively resolve operating and capital budget issues. Consults with Senior Directors concerning highly unusual problems, developments, and critical decisions with regard to the capital budget. Exercises considerable initiative, good judgment, and diplomacy in conflicts. Is supportive of colleagues and works collaboratively with them. Maintains a positive demeanor and treats staff with courtesy and respect. Schedules capital team manpower and assignments to meet milestones, deadlines, and completion dates. Maintains knowledge of other departmental time sensitive issues and builds adequate time into the capital calendar to allow for them. Education:
• Bachelor of Arts Degree in Business, Finance or Accounting, or equivalent progressive experience in the finance/accounting. Master degree in Business, Finance or Data Analytics preferred but not required.
Knowledge, Skills, and Abilities:
• Demonstrates effective leadership and indirect supervision of a diverse team including multiple internal departments, consultants and contractors. Demonstrates excellent verbal and written communication skills.
• Exhibits ability to achieve team objectives on multiple complex projects running simultaneously.
Work Experience:
• Minimum of seven (7) years progressive experience in the finance/accounting for complex capital programs.
Salary Range: Minimum 48.35 per hour - Maximum 84.62 per hour. Compensation will be commensurate with equity and experience for roles of similar scope and responsibility.
