Description
Under general direction of the Director of Capital Projects, the Assist ant Director assists the Director with coordinating the activities and operations of Capital Projects department by providing technical services and professional counsel to contractors, engineers, citizen and business groups, and other city departments ; provides assistance in the management and guidance of Capital Projects’ staff; and serve as acting Director in Director’s absence and/or as assigne d .
Principal Duties
+ Participate in m anag ing the daily operations of Capital Projects to include but not limited to, participating in the development of the department’s strategic business plan , projects, and programs; monitoring workflow; reviewing and evaluating work products, methods, and procedures; participating in the development, planning, and implementation of departmental goals , objectives , and strategies ; and recommending, implementing, and administering department policies and procedures .
+ Assist the Director in the selection and development of department staff to include but not limited to train ing , motivat ing, and evaluat ing employees ; work ing with employees to correct deficiencies; identify ing and resolv ing employee concerns and/or problems; direct ing work; complet ing employee performance evaluations; and mak ing hiring, terminating , and disciplinary decisions or recommendations .
+ Direct and provide guidance to Capital Projects’ staff ; e stablish and communicate proje cts scope, g oals and objectives ; o versee and provide guidance for the management of City facility maintenance ; and oversee the management of the City’s vertical/building assets.
+ Audit project plans to ensure project managers are properly tracking scope, schedule and budget according to the department’ s policies and procedures and adhering to the quality control plan.
+ Assist project managers and inspectors in review ing construction plans for technical soundness and conformance to city standards, specifications, and ordina nces, as well as compliance with federal, state, local and city mandates.
+ During design assist project managers and land agents in resolv ing technical and administrative issues that hinder project budgets and scopes , review draft contracts, provide oversight to the RFP/RFQ process as necessary.
+ During construction, assist project managers and construction inspectors in solv ing construction related issues that develop in the field , negotiate cost change proposals with construction contractors , review draft change orders, and provide technical guidance as needed .
+ Participate in the development and administration the departmental budget , including but not limited to, estimating funds needed for staffing, equipment, materials, and supplies; monitoring and approv ing expenditures; and participating in the preparation and implementation of budgetary adjustments as necessary and within City policy .
+ Prepare and present reports and other necessary correspondence on capital projects to senior management and city council and develop and manage the performance metrics of the department .
+ Serve as liaison and/or staff representative to a variety of boards , commission s, and committees to include but not limited to attend ing and participat ing in meetings and delivering presentations, as required .
+ Perform other related duties as assigned.
Qualifications
Required:
Bachelor's Degree in engineering, architecture, construction management or related field and five (5) years’ experience in the design and construction of complex public infrastructure projects, including two (2) years leadership experience and five (5) years project management or facilities management experience; or an equivalent combination of education and experience
Texas Driver’s License
Experience developing dynamic projec t schedules, preparing cost estimates, and procuring contracted services and managing resources
Knowledge of construction practices and procedures; city ordinances; releva nt laws, codes and regulations; bud get preparation and
management; capital improvement financ ing; construction warranty programs and inspection procedures ; and working knowledge of projec t management software
Knowledge of municipal real estate practices, requirements and laws.
Excellent verbal and written communications abilities and e xperience in making public presentations
Preferred:
Master's Deg ree in Construction Management , Project Management, Engineering, Arch itecture or related field
Registered Professional Engineer or Architect in the State of Texas
Certif ied Project Manager designation
