Description
Assist the Director of Parks and Recreation in planning, directing, and evaluating the programs, services and management of the City’s municipal park system and covering specific areas of operations and programming as determined by Director; oversee the preparation and implementation of the department’s applicable operating and recreation fund budgets and applicable capital improvement initiatives; oversee divisional management staff; provide highly responsible and complex administrative support to the Director; and serve as acting Director in Director’s absence and/or as assigned.
Principal Duties
1. Supervise the daily operations of the Recreation, Administration and Tourism & Athletics Divisions as related to workflow and prioritizing of services, programming and activities, facilities management and maintenance; establish, within City policy, appropriate service and staffing levels and allocate resources accordingly.
2. Manage and participate in the development and implementation of goals, objectives, policies, and priorities for the Parks & Recreation Department; recommends and administers policies and procedures as well as recommendations to revise policies and procedures.
3. Assist the Director in the selection evaluation, and development of divisional management staff; provide or coordinate training and works with employees to correct deficiencies; and implement and administer disciplinary and termination procedures, in accordance with established policies.
4. Assist with the development of Department recreation programs, marketing, tourism and special events, park facility conceptual plans and long-range master plans for parks and recreation facility improvement, to include recommending, developing, and implementing short- and long-range goals, objectives and programs, and assisting with the department’s initiatives as appropriate.
6. Responsible for assisting with the overall development and administration of the applicable annual departmental operating and Recreation Fund budgets; estimate funds needed for staffing, equipment, materials, and supplies; direct the monitoring and approval of expenditures; and direct the preparation and implementation of budgetary adjustments as necessary.
7. Serve as liaison and/or staff representative to a variety of boards and commissions; attend and participate in professional group meetings; and stay abreast of new trends and innovations in the fields of facilities management and maintenance, park and cemetery maintenance, operations, and recreation programs and services.
8. Perform other related duties as assigned, to include but not limited to, serving as the acting Director of the Department in the Director’s absence.
Qualifications
Required: Bachelor's Degree in parks and recreation, business administration, or field related to the area of assignment; five (5) or more years of progressively responsible experience in parks and recreation leadership; including (2) years of experience in a supervisory capacity with park and recreation management; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.
Texas Driver’s Licenses
Ability to communicate clearly and concisely, both orally and in writing; experience making effective public presentations.
Knowledge of recreational program planning, recreational programming registration software, facility management and maintenance, tourism and marketing concepts, athletic leagues and tournaments, and municipal financial procedures.
Proven track record of community involvement with regards to activities, special events, projects and other related activities.
Preferred: Master’s degree in parks and recreation, business administration, or related field
Designation as NRPA Certified Park & Recreational Professional (CPRP) and/or NRPA Certified Park & Recreation Executive (CPRE)
