The official domicile will be within District 4, official domicile will be determined upon hire. Under general supervision of the District Court Administrator, this position performs highly responsible supervisory, administrative, operational, and training duties. Responsibilities: + Supervises employees within the district by administrating the HR policies from hiring to termination, directing, organizing, and assigning and scheduling work duties. Holds employee meetings as necessary. + Executes the implementation and quality review process of the operations, administration, and management of district court operations, including policies and procedures to support court operations. + Assists and guides case management and coordination of employees to ensure efficient operations of the judicial district courts. + Helps ensure quality control for case processing for all case types. + Develops and provides training to for direct reports, judicial officers and judicial specialists. + Assists in the development and planning functions for the judicial district; advises the district court administrator and chief district judge on strategic directions and planning. + Executes initiatives. + Prepares statistical reports and other administrative reports as necessary. + May answer questions from judicial officers, attorneys, district employees, and the public relating to case scheduling, court functions, and customer services issues. + Acts as a liaison with juvenile courts and clerk of court offices in areas relating to court operations. + Assists in troubleshooting technology software and hardware issues and submits clear communication to Judicial Branch IT when issues cannot be resolved locally. + Travel Required. + Other duties as assigned. Knowledge, Skills, and Abilities: + Considerable knowledge of procedures, legal documents, laws and legal factors relating to the court system. + Abilities to research and communicate necessary knowledge to employees supervised. + Considerable knowledge of the organization, functions, responsibilities, and procedures of the court system. + Ability to express ideals verbally or in writing on technical and administrative subjects, clearly and concisely. + Considerable knowledge of modern technology software and general knowledge of technology hardware concepts. + General ability to troubleshoot technology issues, to clearly convey problems to Judicial Branch IT when warranted, and to track ongoing problems until resolution. + Flexible, inventive, analytical, and problem-solving ability to maximize administrative efficiency in the context of changing conditions. + Emotional maturity, stability, honesty, integrity, and desire for professional improvement. Under the direct supervision of the District Court Administrator, candidates will have the desire to learn the complexities of our court case processing system using our statewide Electronic Document Management System (EDMS). This position may occasionally involve travel to other counties in the district. This is a non-merit position with the Iowa Judicial Branch. A bachelor’s degree from an accredited four year college or university in business administration, management, public administration, human resources, court management or other area of study. b. Minimum of four years’ experience in a highly responsible administrative capacity with a court, government agency, or in business management is required. Of that experience, two years of supervision of direct reports is preferred. 2) Applicants must meet the requirements of a and b to meet the requirements of 2. a. An advanced degree in court administration, public administration, business administration, or law. b. Minimum of one year experience in a highly responsible administrative capacity with a court, government agency, or in business management is required. Of that experience, one year of supervision of direct reports is preferred. 3) A combination of education and/or full-time experience equal to eight years. a. Education: thirty semester hours of accredited college or university course work in the above fields equals one year of full-time experience. A valid driver’s license and ability to travel within the State.
