The Division of Occupational Licensure (DOL), an agency within the Office of Consumer Affairs and Business Regulation (OCABR), protects consumers by making sure the professionals they hire comply with state licensing laws. DOL oversees 26 boards of registration, which license and regulate more than 500,000 individuals and businesses to practice over 100 trades and professions. About the Role:
The Public Safety Licensing Unit (“Unit”) is one of DOL’s administrative units. The Unit administers the licensing functions for all public safety licenses and certifications issued by boards and commissions housed under the Office of Public Safety Inspections ("OPSI"). Examples of such licenses included but are not limited to: amusement licenses; building official and inspector certifications; construction supervisor licenses; elevator licenses; hoisting licenses; and licenses for various other regulated activities and programs. The mission of the Unit is to timely process and issue licenses to individuals and businesses who meet the requirement for licensure, as well as to timely process the renewal of qualified licensees.
The Assistant Executive Director assists the Executive Director in the supervision and management of administrative staff members who support the Unit’s licensing activities by directly overseeing day-to-day operations of the Unit staff. This may include assisting with staff recruitment, training, and evaluation. The Assistant Executive Director troubleshoots issues and responds to constituent inquires related to the applications and renewals processed by the Unit and escalates issues to the Executive Director as necessary. In addition, the Assistant Executive Director also oversees the customer service interactions of the Unit staff and serves as the Unit liaison to DOL’s Welcome Center.
Given the breadth of substantive expertise required to administer the varied and complex professional license applications, examinations, renewals, continuing education, permitting and inspection, disciplinary, and regulatory functions under the supervision of the Executive Director, the incumbentmust be versatile and an expert in administering operating policies and delegating and supervising the services provided by their staff. The Assistant Executive Director also initiates and implements policies that direct the daily licensing and regulatory activities of administrative and licensing staff to ensure compliance with agency policy and relevant state and federal regulations and statutes as directed by the Executive Director.
Duties and Responsibilities:(these duties are a general summary and not all inclusive)
Assist with oversight of the day-to-day licensure operations and processes.
Manage all licensing and regulatory functions for the Unit.
Approve/deny individual license applications for examination, reciprocity, or licensure.
Determine if applicants are eligible for examination in relevant licensure categories by evaluating experience, verifying educational requirements, and confirming health and safety obligations.
Monitor and evaluate application, renewal, and reinstatement processes for efficiency.
Make regular reports and recommendations to the Executive Director based on review of process efficiency.
Assist in negotiating, drafting, and executing reciprocal licensure agreements with other state and provincial jurisdictions, as appropriate.
Train and oversee unit personnel.
Orient, train and supervise administrative staff.
Conduct performance evaluations, Employee Performance Review System ("EPRS"), and providepositive feedback and progress as needed to meet the Unit and/or Agency goals.
Delegate tasks, assign and review work product.
Provide supportive work environment to facilitate personal and professional growth of staff.
Recruit, screen, and interview for staff positions.
Oversee customer service response.
Oversee all staff member responses to requests made pursuant to the Public Records Law and Fair Information Practices Act.
Ensure assistance is provided to applicants and licensees regarding the license process and compliance with statutes and regulations.
Act as liaison to the DOL Welcome Center.
Preferred Knowledge, Skills, and Abilities:
Strong familiarity with general management and with regulatory processes.
Strong written and oral communication skills.
Strong planning, research, organizational, and presentation skills that cross a broad range of substantive topics.
Skilled in the areas of process improvement and strategic planning, systems dynamics, and systems re-engineering. The Assistant Executive Director must have the ability to motivate, train, and lead subordinates.
Proficiency in the use of computer programs such as word processing, spreadsheets, and database management.

Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.
Substitutions:
I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.
II. A Bachelor’s degree in a related field may be substituted for two (2) years of the required (A) experience.
