Assistant Operations Manager

Responsible for assisting the Regional Operations Manager in supervising and coordinating all phases of marine operations. This includes direct supervision of Deck Officers and Deckhands and serving as a liaison between the Foss HSQE Team and the local mariners. The operations manager will support the implementation of governmental and state regulatory and safety compliance standards, budget development & management, casualty investigations, vessel repair, coordination of vessel schedules while adhering to company policies. Essential Functions: Supervision * Responsible for creating specific voyage plans for non-routine harbor assist work. * Responsible to implement immediate improvements to operational practices for the purposes of the safe conduct of marine operations and/or continual improvement. * Assists as needed with customers, vendors, pilots, and regulatory officials. * Assists with implementation and enforcement of policies and procedures. Ensures the high ethical standards per Foss policy and promotes environmental stewardship. * Supports investigations and audits of vessels and operations as driven by incidents, casualties or circumstance as directed by senior operations management. Ensures an accurate and fair representation of issues and circumstances. Where appropriate, administers recommendations and/or disciplinary actions. * Assists with vessel utilization and marine crew scheduling working with the Marine Personnel Manager. * Collaborate with Port Engineer to monitor vessel readiness, operational schedules and maintenance requirements. * Assures that the work environments of the marine operation team afloat are positive, functional, comfortable and safe for all team members. * Maintains a visible presence on the vessel during all phases of operations inclusive of periodic voyages for the purposes of vetting operations. * Performs special duties and other projects as assigned. Compliance * Utilizes Company systems (VMS) and processes to ensure the proper conduct of the Safety Management System of all vessels in the region. * Responsible to enforce and comply with established standards of ISO, ISM, and USCG as well as ensuring that the fleet follows the company safety management system. * Complies with company Preventative Maintenance Program. * Promotes and develops the safety culture and safety philosophy of the marine operations team. Supervisory and Leadership of Direct Staff * Assist with the matters of employment including recruiting, training, development, promotion, discipline, and termination of designated marine employees. Motivates and develops employees for maximum performance by establishing goals, monitors progress and results of direct reports. * Assist with on-boarding new hire employees. Including the validation and orientation process’. * Be a leader for “SpeakUp”, including encouraging peers and staff to exhibit a safe and ethical culture and adherence to Foss policies. * Effectively communicates regional goals and objectives. * Provides direction and leadership to achieve company Core Values, Mission and Safety Vision. * Processes employee evaluations in a timely manner. * Directs, motivates, and develops employees for maximum performance. * Develops an understanding of labor relations and the collective bargaining agreement in place. Gains experience in the processes of contract administration, grievance resolution and collective bargaining. Minimum Qualifications: High school education is desirable, and preference given to those with maritime academy or college degree. 3-5 years as a tugboat captain or shoreside management position.
