Assistant Program Analyst

Assist in managing and monitoring activities related to contract administration and project financials guaranteeing seamless operations and compliance for the San Antonio International Airport (SAT) Terminal Development Program. Areas of responsibility will encompass construction, professional services, and general contracts. This role involves a concentrated understanding of contract invoices and financial management, as well as close coordination with SAT staff, contractors, prime partners, and sub-consultants.

Key Responsibilities:

Contractual Adherence: Verify that invoices accurately reflect the rates and charges specified in the individual project contracts. Ensure that any negotiated discounts, terms, or conditions are correctly applied.

Scope of Work: Cross-reference the invoice with the contract's scope of work to confirm that the services or products billed align with what was agreed upon in the contract.

Payment Terms: Check the invoice for compliance with payment terms, including due dates and any applicable penalties or incentives for early payment.

Documentation: Ensure that all supporting documentation, such as receipts, timesheets, or delivery confirmations, are attached and in order.

Authorized Signatures: Verify that the invoice has been approved by the appropriate personnel or authorities in accordance with the organization's approval process.

Discrepancies and Errors: Identify and rectify any discrepancies or errors promptly. Communicate with the Program Manager or consultant/contractor if clarification or correction is needed.

Record Keeping: Maintain well-organized records of all invoices, approvals, and related correspondence for future reference and audit purposes.

Communication: If there are any issues or discrepancies, promptly communicate with the Program Manager or consultant/contractor to seek resolution and avoid payment delays.

Reporting: Provide reports or summaries of the invoice review process to relevant stakeholders within the organization, such as finance or procurement departments. Research, compiles, and analyzes data for special projects and various reports; prepares reports outlining progress of projects; documents, problems and issues.

Collaboration: Collaborate with the Program Analyst to assess contractor/consultant proposals, determine pricing merit, and recommend pricing methodologies.

Qualifications

Required Skills and Qualifications:   

Minimum Experience: Prior experience with municipal utilities or local government is essential. Two (2) years of experience in project contract administration, invoicing, record keeping, and change order documentation related to construction and professional services within a public organization.

Preferred Skills and Qualifications:   

Associate’s degree with a concentration in Business, Finance, or Accounting.Excellent written and verbal communication skills.Ability to work collaboratively with cross-functional teams.Detail-oriented and well-organized.Strong analytical thinking and creative problem-solving skills.

Software Knowledge:

Microsoft Office Suite (required), Primelink Unifier (preferred), Power Query PowerBI (preferred), BST (preferred)
