The Assistant Program Manager will assist with program and contract management services, working closely under the guidance of an experienced Program Manager. This position will focus on the evaluation, development, coordination, and management of multi-year programs designed to maintain the County’s roadways and related infrastructure. Key responsibilities include overseeing program management staff, managing project-level tasks, coordinating repairs, and ensuring quality control for materials and construction related to pavements, sidewalks, curbs, gutters, and guardrails. Additionally, the candidate will manage customer outreach efforts and advanced notifications regarding programmed work. This is a hybrid position supporting the Anne Arundel County, and reporting to the Hunt Valley, MD office.

 

Responsibilities:

Assist in the management of multi-year programs for roadway and infrastructure maintenance in Anne Arundel County.Oversee program management staff and guide day-to-day project-related activities.Evaluate, scope, prioritize, and schedule repairs for County roads, sidewalks, curbs, gutters, and guardrails.Ensure quality control of materials and construction methods for all related infrastructure projects.Manage customer outreach efforts and communicate advanced notifications regarding programmed work.Work with contractors and vendors to ensure timely and cost-effective project completion.Coordinate repairs and maintenance, ranging from full roadway reconstruction to isolated localized fixes.

 

Required Skills:

Fluent in English with excellent written and oral communication skills.Strong customer service skills, including handling inquiries from private citizens, community leaders, and elected officials.Proficient in Microsoft Office Suite (Excel, Word, Outlook) for correspondence, data analysis, and file management.In-depth knowledge of transportation construction, including pavement maintenance, sidewalk and curb work, and guardrail construction.Familiarity with ADA construction policies and procedures in the highway industry.Knowledge of construction materials (e.g., concrete, asphalt, aggregates).Ability to exercise independent thought and judgment in decision-making processes.Availability for occasional evening, weekend, or holiday shifts for emergency situations.

 

Qualifications/Experience:

8+ years of experience in program or construction contract management and inspection within Public Works and/or the Highway industry.5+ years of supervisory experience managing subordinate staff.Current, valid State Driver's License with an acceptable driving record.Experience with administering construction contracts is highly preferred.Certification such as Certified Construction Manager (CCM), PE License, or a degree/certificate in Civil Engineering, Construction Management, or a related field is highly preferred.
