The purpose of this position is to assist the Director of Public Works plan, direct, manage and control City Public Works operations including wastewater/pollution control, streets, fleet maintenance, facility maintenance, water treatment and distribution facilities and flood control systems maintenance and construction, under the direction of the Director of Public Works.
Essential Duties and Responsibilities
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
+ Responsible for the oversight of operating divisions of Public Works: Public Works Division, Utilities Division, Facilities Maintenance Division; manages the contract operator for the Wastewater Treatment Facilities; and oversight of the Sanitary Sewer Lateral Insurance Program and Water Service Line Program.
+ Reviews and recommends staffing levels, equipment and supply acquisitions.
+ Reviews public works division operating budgets and capital improvement plans (CIPs).
+ Oversees management of water/wastewater facilities and building maintenance/parking garage facility CIP projects.
+ Sets, reviews and approves goals and objectives for Public Works division superintendents.
+ Assigns tasks and projects to operating divisions, reviews work and projects for compliance.
+ Reviews, approves and recommends consultant and contractor selections.
+ Representation to various Boards and Committees including: City Council, Public Works Advisory Board, Street Committee, etc.
+ Respond to inquiries from citizens, City staff, and elected officials. Prepares verbal and written responses.
+ Prepares, assigns, and reviews technical reports, studies, procedures, and long-range plans.
+ Coordinates and attends Council meetings and public meetings related to City projects.
+ Recommends employee selection, leave, training, transfer, promotion, discipline and discharge. Department representative for represented employee grievances.
+ Participates in labor/management meetings and union negotiations.
+ Coordinates projects and assigns coordination with other City departments.
+ Reviews and responds to damage claims and water and sewer bill appeals.
+ Reviews and recommends Ordinance revision and Department policy, procedures and Work Rules.
+ Responds, coordinates, and performs work as necessary for Emergency Response.
+ Performs duties of Director of Public Works in his/her absence.
Minimum Training and Experience Required
+ Bachelor's degree in Civil Engineering required.
+ Registered Professional Engineer with ability to obtain Missouri registration within one year.
+ Ten years progressive civil engineering experience, preferably in a local government setting, to include project development, planning, management, design, and construction in areas of transportation, water, wastewater, and storm water.
+ Valid motor vehicle operator's license required.
+ Ability to oversee, supervise, organize, and manage technical staff.
+ Ability to effectively communicate orally and in writing with elected officials, various City
+ Department Directors, City staff, design professionals, business representatives, and the general public.
+ Ability to analyze and categorize data and information using established criteria, to determine consequences and identify and select alternatives.
+ Ability to effectively coordinate and manage multiple portfolios of projects and multiple project priorities, staffing needs, schedules, budgets, and performance standards.
+ Proficient use of standard office software (MS Word, Excel, PowerPoint, etc.), project management software, as well as experience with specialized engineering design and/or GIS software.
+ Any combination of education and experience that provides equivalent knowledge, skills, registrations and abilities.
Work Environment
+ Generally works in safe and comfortable conditions, but frequently exposed to construction and natural site environmental factors such as temperature variations or extremes, odors, toxic agents, noise, wetness, machinery, electrical currents and/or dust. Travel between locations of varying environments is required with a frequent need to individually traverse upon construction and/or natural sites.
