SUMMARY:
The Assistant Vice President (AVP) of Facility Management provides leadership, supervision, and policy development for routine maintenance, major repairs, and capital-related projects across MTA Bridges and Tunnels (B&T) facilities. This role supports the planning, management, and operation of one or more bridge and tunnel facilities, ensuring safe, secure, and efficient transportation corridors for the public.
The incumbent will implement traffic management solutions, oversee facility maintenance and operations, and coordinate with internal and external partners to align with agency goals. This position also plays a critical role in ensuring regulatory compliance, managing vendor contracts, and contributing to sustainability initiatives that enhance infrastructure resilience.
The incumbent will work closely with senior leadership, serving as a delegate for the Vice President when needed and leading special projects. Additionally, this role involves engagement with elected officials, community boards, and stakeholders to foster collaboration and ensure alignment with public needs.
Key Responsibilities:
Facility Operations & Performance Management :
Support the 24/7 operation of one or more bridge and tunnel facilities, ensuring efficiency, safety, and service quality.
Oversee routine maintenance, significant repairs, and capital projects, ensuring compliance with safety, environmental, and operational standards.
Implement policies and procedures while providing guidance on operational and maintenance initiatives.
Assist in staffing, training, vendor relations, and budget management to promote efficient facility operations.
Contribute to operational improvements aligned with agency priorities and customer experience enhancements.
Emergency & Incident Management :
Coordinate response efforts for emergencies and incidents to ensure public safety and minimize service disruptions.
Ensure state-of-good-repair initiatives are effectively executed while maintaining facility integrity.
Collaborate with law enforcement, internal security, and emergency response teams to enhance safety measures.
Strategic Initiatives & Capital Project Oversight :
Support senior leadership by providing input on maintenance and construction policies and initiatives.
Assist in managing high-priority, cross-departmental projects, ensuring strategic alignment.
Work with Construction and Development (Facility Engineering) to plan and execute major maintenance and capital projects with minimal customer impact.
Utilize advanced technologies to impr ove toll enforcement, compliance monitoring, and operational efficiency.
Community & Stakeholder Engagement :
Engage with elected officials, community boards, and public stakeholders to address concerns and align projects with community needs.
Represent the agency in public forums, hearings, and industry events to foster trust and collaboration.
Provide timely updates on project impacts, benefits, and progress, maintaining open feedback channels.
Coordinate project activities to minimize public inconvenience and disruptions.
Compliance, Labor Relations & Budget Oversight :
Ensure compliance with internal policies, regulatory requirements, and collective bargaining agreements.
Assist in labor relations and coordinate with MTA HQ and regional partners to ensure seamless operations.
Help oversee budgetary oversight, risk management, and vendor contracts to support efficient facility management.

+ Bridges North: Robert F. Kennedy, Henry Hudson Bridge
+ Bridges East: Bronx-Whitestone, Throgs Neck Bridge
+ Tunnels Command: Queens Midtown, Hugh L. Carey Tunnel
QUALIFICATIONS
+ Bachelor’s in Engineering, Transportation, Systems, Technology, Project Management, Facility Management, Fleet Management, or Asset Management preferred.
+ Must have a minimum of fourteen (1 4 ) years related experience, including at least ten (10) years in a management or supervisory role in a large, multi-faceted organization.
+ An equivalent combination of education and experience may be considered.
+ Substantial experience leading and managing a unionized workforce and/or consultant/contractor/vendor staff.
+ Proficient in Microsoft Office Suite and document management software.
+ Unrestricted Driver License in the State of New York
+ Excellent communication and interpersonal skills.
+ Demonstrated ability with building relationships and working collaboratively with internal and external stakeholders.
+ Demonstrated ability to effectively work in a high-profile, high-pressure environment.
+ Must have focus and ability to deliver on results, organizational effectiveness, and continuous improvement.

+ Ability to be on call 24/7 and report to any of MTA Bridges & Tunnels seven bridges and two tunnel locations as needed
Preferred
+ Significant experience in program management for large government agencies or businesses with highly complex systems preferred.
+ Knowledge and experience in facility management
+ Knowledge of operations and maintenance needs at operational facilities
+ Knowledge of B&T budgeting, procurement, and contracts procedures
+ Knowledge of health and safety issues, labor and contractual issues grievance processes
+ Knowledge of Authority policies and procedures
