RESPONSIBILITIES
The Assistant Vice President (AVP), Special Operations is a senior leadership role responsible for overseeing all aspects of the Security, Operations, and Revenue Recovery program, ensuring the safety, efficiency, and operational continuity of MTA Bridges and Tunnels (TBTA) and the Central Business District Congestion Relief Zone (CBDTP).
This role provides strategic recommendations on policy, governance, staffing, budget allocation, and expenditures, while ensuring effective implementation of policies and procedures. The AVP plays a key role in risk management, emergency response, and security oversight, working closely with internal and external stakeholders to enhance operational effectiveness and mitigate customer impacts.
The AVP, Special Operations directly oversees the Operations Command Center (OCC) and the Highway & Commercial Vehicle Safety Units, ensuring real-time incident management, safety monitoring, and emergency response capabilities. The OCC is a critical hub for safeguarding infrastructure, employees, and customers, ensuring seamless operations during crisis situations or disasters.
Additionally, this role serves as a delegated authority, acting on behalf of the Vice President, Central Operations in their absence, and represents the agency before elected officials, regulatory entities, and industry partners.
Key Responsibilities:
Strategic Leadership & Governance:
+ Develop and implement policies, procedures, and strategic initiatives for the Security, Operations, and Revenue Recovery program.
+ Provide high-level recommendations on staffing, budget allocation, expenditures, and governance.
+ Escalate critical operational or security issues to leadership and ensure swift resolution.
+ Represent the agency before elected officials, MTA/TBTA Board, regulatory bodies, and industry stakeholders.
+ Act as a key decision-maker, ensuring alignment with agency goals and strategic priorities.
Operations & Safety Management:
+ Oversee daily operations of the Operations Command Center (OCC) and Highway & Commercial Vehicle Safety Units.
+ Ensure the OCC performs critical functions such as incident notifications, situational awareness, weather monitoring, report generation, and dispatch operations.
+ Maintain a high level of emergency preparedness, ensuring the agency can respond effectively to crises, disasters, and security threats.
+ Lead cross-agency efforts to enhance safety protocols, risk management strategies, and emergency response plans.
Capital Project Oversight:
+ Ensure agency input in capital project planning and collaborate with MTA Construction & Development (C&D) for successful execution.
+ Minimize operational disruptions and customer impact while ensuring compliance with safety and security standards.
Cross-Agency & Stakeholder Coordination:
+ Collaborate with MTA HQ and other internal divisions to ensure seamless operations across all functional areas.
+ Work closely with law enforcement agencies, emergency responders, and peer organizations to strengthen security measures and operational resilience.
+ Facilitate effective communication between various bridge and tunnel departments, external agencies, and regulatory entities.
Compliance & Risk Management:
+ Ensure compliance with federal and state regulations governing transportation safety and security.
+ Assess operational risks and implement mitigation strategies to address vulnerabilities.
+ Lead crisis monitoring and response efforts during incidents, extreme weather events, or other emergencies.
+ Continuously evaluate and improve safety protocols, risk management strategies, and contingency planning.
Delegated Authority & Leadership:
+ Serve as Acting Vice President, Central Operations in the absence of the VP to maintain continuity of leadership and decision-making.
+ Support the VP in executing strategic tasks, policy implementation, and operational management.
QUALIFICATIONS
+ Bachelor’s in Criminal Justice, Criminal Investigations, Criminology, Forensic Sciences, Public Administration, Cybersecurity, Homeland Security, Security Management, Emergency Management, Project Management, Systems, Technology, or a related field preferred.
+ Must have a minimum of fourteen (14) years related experience in operations management, emergency response, or security, including at least ten (10) years in a management or supervisory role in a large, multi-faceted organization.
+ An equivalent combination of education and experience may be considered.
+ Significant experience in program management for government agencies or businesses with highly complex systems preferred.
+ Experience leading and managing a unionized workforce and/or consultant/contractor/vendor staff.
+ Proficient in Microsoft Office Suite and document management software.
+ Valid Driver License in the State of New York
+ Excellent communication and interpersonal skills.
+ Demonstrated ability with building relationships and working collaboratively with internal and external stakeholders. Demonstrated ability to effectively work in a high profile, high pressure environment.
+ Must have focus and ability to deliver on results, organizational effectiveness, and continuous improvement.
+ Must be a proven leader as a change agent and creative/innovative thinker with the ability to align business goals with solutions to drive process improvements.
+ Must possess excellent team building, listening, problem solving, and prioritization skills.
+ This role requires on-site availability during emergencies and participation in crisis response efforts.
+ Must be able to adhere to a 7/24/365 on-call schedule.
+ Must be able to work flexible hours, including nights, weekends, and holidays, as required.
+ Must complete FEMA Independent Study Courses -- NIMS - IS 100, 200, 700 and 800 within first year of employment.
Preferred:
+ Master’s degree in a related field.
+ Significant experience in program management for government agencies or businesses with highly complex systems.
+ Certified Emergency Manager (CEM) credential or certified business continuity practitioner.
+ Completion of training as required in accordance with position requirements.
+ Knowledge of additional software products such as Visio, Power BI, Kronos, PeopleSoft, Tableau
+ Knowledge of bridge, tunnel, and tolling operations.
