Responsible for all phases of the project , from planning through completion to handover to the operating owner. Accounta ble for project safety, Q uality, risk, and commercial matters on time and within budget. Responsibilities The AVP, Deputy Program Executive, is responsible for successfully managing capital & operating project delivery within the Systems and Communications Engineering Program. The AVP will provide expertise and leadership for cross-departmental capital & operating program management for Electronic Security Systems, ITS and Tolling, SCADA and other IT and systems projects. The AVP will establish and maintain standards for fiber optic network connectivity for all applicable data network systems. Provide specifications and design services for fiber network/systems infrastructure. The AVP will provide vision and leadership for cross-departmental capital & operating program management policies, procedures, and processes. The AVP is responsible for successfully managing and mentoring staff to enable the facility to deliver complex capital & operating projects. Identify issues and risks and ensure timely resolution and mitigation. Recommend solutions to executive management for the resolution of critical issues. Manages program activities to minimize the impact on agency operations and the public. Coordinate program activities with the executive and senior leadership teams, C&D staff, contractors, consultants, MTA operating agency staff, and other stakeholders. Ensure program activities follow established requirements and adhere to all relevant standards, guidelines, codes, regulations, policies, and procedures. Ensure that safety and Quality are an integral part of program operations. Manage and monitor progress against the agency and program goals. Manage comprehensive document control and retention. Manage staff selection , coaching , training development , evaluation and discipline/termination as needed. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential . Education and Experience Bachelor’s degree in Engineering, Architecture, Construction or Project Management, Business Administration, Transportation, or a related field. A Masters Degree is preferred. Must have a minimum of fourteen (14) years related experience Must have a minimum of ten (10) years in management of construction Program s or a supervisory role in a large, multi-faceted organization. Competencies: PMP and CCM Certifications are preferred. Significant experience in Program management for Electronic Security Systems, ITS and Tolling, SCADA and other IT and systems projects. Experience leading and managing contractors, subcontractors, or vendors. The ability to apply a broad range of complex technical information to the day-to-day needs of the facilities, as well as the numerous capital and operating projects. Excellent communication and interpersonal skills. Demonstrated ability to build relationships and work collaboratively with stakeholders at all internal levels within the organization. Demonstrated ability to work in a high-profile, high-pressure environment effectively. Must have focus and ability to deliver results, organizational effectiveness, and continuous improvement. Must be a proven leader as a change agent and creative/innovative thinker with the ability to align business goals with solutions to drive process improvements. Must possess excellent team-building , listening, problem-solving, and prioritization skills.
