The Integrated Solutions portfolio in the Protected Communications Systems (PCS) business area has an immediate need for a Program Manager (Value Stream Leader (VSL)) in our growing portfolio to support the recent win of Navy Aircraft program.
We are seeking a highly experienced and skilled Program Manager to lead a large engineering focused Integrated Product Team for the Voice & C2 development.
The ideal candidate will have deep knowledge and expertise in Program Management, with a proven track record of successfully leading medium to large sized teams in the defense industry. As the Voice & C2 IPT Lead, responsibilities encompass the full end to end lifecycle of product development, shaping new business, program delivery/sustainment. This includes developing program plans, schedules and budgets, as well as managing customer relationships and ensuring adherence to program goals and objectives. A successful IPT lead will have experience leading engineering teams through delivery of products that (1) meet aircraft environmental needs, (2) nuclear hardening for NC3 applications, and (3) software and user application development.
The PM will serve as a key leader for successful execution of the Voice & C2 IPT, setting the direction, leadership, and management for execution of development, production, growth, and Annual Operating Plan (AOP) commitments for the IPT with profit and loss accountability for all assigned elements within the larger program. The ability to work positively and constructively in a matrix environment, through exceptional influence, strong leadership and stakeholder management is required. The Voice & C2 IPT PM will report directly the Navy Aircraft Program Manager.
What you will do:
Lead all phases of IPT, ensuring adherence to program plans, schedules, and budgets.
Responsible for meeting contractual commitments including financial, technical, and schedule performance
Utilize Earned Value Management to track program performance and execute
Establish Agile development plans and cadence in order to iteratively deliver products.
Lead cross-functional organizations such as contracts, finance, supply chain, operations, quality, etc.
Own the customer interface for your IPT, fostering a collaborative "One Team" culture
Cultivate relationships with the customer and other industry partners to ensure smooth execution
Accountable for the execution of Program Management Plans and Program Directives consistent with program requirements and company policies
Identify and address program problems, supporting solutions to drive value for both our company and our customers
Prepare and present internal and external executive-level briefs detailing IPT plans, progress reports, and R&O’s
Perform regular program EACs, PMRs and business forecasting reviews
Interface with multiple internal and geographically dispersed team members, ensuring consistent and effective communication
Ensure staffing identified and functionally allocated to meet program/business milestones. Work closely with functional management to ensure skillsets are properly identified
Direct engagement in associated business strategy, vision and program execution.
Collaborate with Navy Aircraft PM to develop program growth strategies focused on creating value added ECPs and meeting the program AOP
Support and direct ECP and new business capture and proposal activities
Execute internal reviews and executive briefings for pursuits to include, Gates, Strategy Reviews, contract negotiation/definitization & start-up efforts
Ability to travel up to 25%
Qualifications You Must Have:
Must have a minimum of 12+ years professional experience in Program Management and leading teams managing cost, schedule and technical performance as well as experience in senior management Engineering and/ or manufacturing development (EMD) phase experience with DoD programs; and US DoD acquisition process
Must have experience in Earned Value Management
Typically requires a Bachelor’s degree and minimum 12 years of prior relevant experience OR an Advanced degree and minimum 10 years of relevant experience. Program management experience in government, defense, aerospace or related industry
Active and transferable U.S. government issued Top Secret security clearance is required prior to start date
U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance
Qualifications We Prefer:
Experience leading engineering development programs with both hardware and software with experience leading all phases of programs, ensuring adherence to program plans, schedules, and budgets
Program Management Certification level 4 or higher and EVMS level 2
Working knowledge of USG and RTX contract formation, execution, and management
Experience with US DoD acquisition process; proposal and contract negotiation experience
Specific Experience with Nuclear Command & Control (NC3) programs for STRATCOM, E-4B, E-6B, Other Voice System Development experience (Intercom, VoIP, NC3); Voice System Development experience (Intercom, VoIP, NC3)
Experience managing large, classified programs and/or IPTs
Experience building, leading, and developing diverse teams; and strong programmatic and operational execution background

The salary range for this role is 147,000 USD - 295,000 USD. The salary range provided is a good faith estimate representative of all experience levels.
