Summary of Job Duties:The Associate Dean (AD) provides assistance to the Dean of the College of Medicine (COM) in the areas of finance and administration, to include financial management, budget development, academic and clinical operations and strategy. The AD serves as the COO/CFO and Chief of Staff to the Dean of COM, reporting to the Dean of COM with a dotted line reporting relationship to the UAMS CFO. The AD manages the strategic planning process, facilitates initiatives designed to improve organizational performance, and leads change management efforts. The AD monitors organizational performance and develops recommendations to optimize organizational structure and operational effectiveness. The AD is also responsible for leading the COM Budget Process (allocation of ~$550 million), managing the finances of the COM and ensuring that COM budget variances are managed appropriately and consistent with campus policy.
Qualifications:

Minimum Qualifications:

Masters or professional degree plus ten (10) years of management, finance, planning and operations experience in the healthcare field, preferably in an academic medical environment.  

Knowledge, Abilities, and Skills:

Knowledge of complex management practices.

Knowledge of strategic planning methodologies.

Knowledge of principles related to financial management and budget development.

Expert level knowledge of educational, clinical and research operations within the academic medical environment.

Ability to remain highly motivated and results-oriented to accomplish the goals and objectives of the Dean of the COM and leadership team.

Responsibilities:

Serves as interface with Arkansas Children’s Hospital (ACH) to ensure compliance with contracts, negotiates new agreements, and operationalizes financial and administrative changes.  Manages revenue and expense associated with this $115 million collaboration.  Serves as a voting member of the Child Health Executive Committee and Affiliation Oversight Committee.

Serves as a member of the UAMS Capital Budget Committee, UAMS Space Committee, and other committees, as appropriate.

Prepares cost analyses and financial models for realignments, new projects, proposals and priority setting to ensure alignment with strategic plan goals and objectives.  

Manages the faculty recruitment and compensation processes.  Represents UAMS and COM on internal and external leadership committees.  

Trains and supervises professional and support staff.  

Develops policies and procedures to advance the mission of the COM within the context of the UAMS governance structure and operational infrastructure.  

Continually analyzes the operating structure of the College of Medicine and develops recommendations to re-align and optimize organizational structure to ensure optimal performance.

Collaborates with human resources on staff hiring, discipline, compensation and work force planning for approximately 3,500 employees.

Leads the College of Medicine’s strategy development and implementation process, including drafting strategic plans, researching and recommending strategic initiatives and monitoring performance across the College of Medicine.

Participate in and/or lead key constituent meetings to ensure appropriate and responsive follow-up and accountability and facilitate resolution of operational and financial issues. 

Analyze data and prepare reports depicting progress and trends to be used in making recommendations and decisions.

Directs COM faculty recruitment, business planning and faculty compensation planning. 

Directs COM budget policies and processes to ensure financial objectives are met, including the financial viability of the COM. 

Oversees preparation of budget reconciliation and variance reports.  Monitors departmental financial performance and productivity.  Partners with COM and departmental leadership to develop financial performance improvement plans. 

Prepares financial and statistical reports for internal and external audiences.  Responsible for the accuracy of COM’s financial reports.

Performs costs analysis studies and develops financial models for proposed projects and personnel requirements to determine financial/processing feasibility, benefits and sustainability.

Collaborates with revenue cycle to monitor coding, productivity and reimbursement functions for pediatrics business.  Works with departmental administrators and chairs to resolve operational or performance barriers that impact productivity.

Negotiates, implements and monitors contracts with third parties, in collaboration with UAMS legal counsel.

Directs COM finance, administrative and operations staff.  Supervises and coordinates the work of designated employees.

Directs special projects for the Dean, College of Medicine, including internal communications and collaborations with government relations, public relations/marketing, development and special events.

Perform other related duties incidental to the work described herein.
