Associate Director, Sourcing & Contract Management

Summary

Provides oversight and direction to the sourcing and contract management functions. Leads the team in providing strategic value to assigned non-clinical customer(s) including:

· Construction

· Marketing

· Facilities

· Business Support

· Finance

· Business Operations

· Information Technology

· Human Resources

· Information Security

· And others as identified





Responsibilities include all sourcing, negotiations, contract management, contract administration and vendor performance management functions with the goal to deliver value, savings, process efficiencies, and compliance to MD Anderson stakeholders.

Key Functions

· Provide overall leadership and direction for the non-clinical contract management team, which includes sourcing, negotiations, contract management, contract administration and vendor performance management for all applicable stakeholder departments.

· Sets direction and lead change for all non-clinical expense categories. Develops, implements and monitors an annual comprehensive work plan that progressively enhances the strategies, organizational alignment, processes and technology of the non-clinical strategic sourcing team. Communicates clear system-wide goals and manage exceptions directly with senior leadership.

· Directs the strategic sourcing teams and ensures that it effectively achieves the lowest "total cost of ownership" while balancing quality and service outcomes. Acquisition cost management, operational cost management, process cost management, working capital cost management and utilization management must each be analyzed and considered.

· Defines sourcing portfolio responsibilities, priorities and goals for team members ensuring objectives are consistent with Division and Department goals. Provides strategic and tactical guidance for all sourcing activities based on best practices within MD Anderson, UT System, and healthcare industry.

· Oversees the spend analysis outcomes, category analysis, market analysis, category strategy development, supplier selection, product standardization and negotiation processes. Coaches team through significant complexities and barriers. Leads complex supplier negotiations of significant value/importance to the company. Establishes agreements for materials, services and equipment.

· Understands the needs and requirements of internal stakeholders and clients and work to ensure that these needs are met within the parameters of the strategic sourcing process and in line with MD Anderson objectives. Develops communications and analyses for executive level presentations.

· Attracts, develops and retains talent base. Evaluates skill levels of each team member and provides employee development opportunities. Establishes a culture of service where service level agreements are developed, measured and reported. Conducts annual reviews with all managers and discusses career development. Performs leadership functions such as goal setting, performance reviews and assure compliance with required training and education assignments.

· Ensures MD Anderson's contractual obligations are met and that contract lifecycle management activities are managed on a proactive basis, including:

o Expiration dates are proactively managed and communicated to the customer(s).

o Reconciles pricing discrepancies and other supplier related issues.

o Responsible to lead activities surrounding supplier legal regulatory compliance tracking.

o Leads the dispute resolution process on contract items and ensures a high level of contract performance management.

· Acts as a liaison between assigned staff and other teams. This would include other Supply Chain Management departments including Finance, Systems and Support, Materials Management. Reconcile contract issues, GPO issues, and participate in supplier business meetings.

· Develop and review sourcing/procurement policies and procedures.

Required Education:

Bachelor's degree in Science, Healthcare, or Business related field.

Required Experience:

Eight years of managerial experience in strategic sourcing or contract management. Successful completion of the LEADing Self Accelerate and/or LEADing Self Discover programs may substitute for one year of required supervisory or management experience. Completion of both programs can be substituted for a maximum of two years of supervisory or management experience.

Preferred Experience:

Public/State of Texas procurement, with focus on Construction/Facilities, organizational, communication (verbal and written), proactive in approach.

Other Requirements:

Must pass pre-employment skills test as required and administered by Human Resources.
