Join us and make a difference. **Position Summary** This position will work under the oversight of the Director of State Public Policy & Government Affairs and will be a **Wash DC or a field-based location** . This role will assist in shaping state policy to benefit patient access, affordability, and innovation. The role will also provide policy solutions, advise on state bills and provide recommendations on Enterprise strategy regarding drug policy and reimbursement, and other issues as needed. The Associate Director of State Policy will also collaborate with internal cross-functional partners to develop and implement business and advocacy state policy strategies to address evolving policy and payment changes within states, ensuring alignment through internal and external communication plans. **Key Responsibilities** • Partner closely with multiple cross-functional teams to analyze access and payment policies proposed by government and commercial payers - including rules and guidance from the state Medicaid agencies, state legislatures, and other relevant stakeholders. • Assess impact of proposed policy to businesses within BMS' U.S. portfolios and propose and guide policy strategies, and financial impact. • Remain informed and educate internal stakeholders on evolving and timely channel, policy and reimbursement requirements and updates, including, but not limited to Medicaid, 340B, individual market/health exchange plan policies and value payment initiatives. • Serve as liaison with relevant Medicaid state agency staff responsible for payment, coverage and reimbursement policy issues, and advise regional state field team. • Develop network of external consultants to model impact of evolving policy and payment changes across stakeholders, and work in tandem with outside consultants. • Demonstrate knowledge and understanding of drug pricing, Medicare and Medicaid healthcare coverage and reimbursement environment including strong analytical and business skills; ability to communicate effectively with high level executives. **Qualifications & Experience** + Successful candidates will have a minimum **of 8 years** of experience in government, government affairs, or policy. + Direct experience working with state policy or Executive Branch of Government strongly preferred. Experience in biotechnology/pharmaceutical industry or public health is preferred. + Bachelor's degree in related field such as public affairs, health care policy, political science, public administration, public policy, economics, or related field required. + Works closely with internal and external partners including enterprise partners, trade associations, policy thought leaders and industry associations to ensure representation of BMS' interests. + Strong preference for experience in legislative branches of government, key think tanks, or Government entity such as MedPAC, MACPAC. + Must demonstrate strong interpersonal skills be able to work collaboratively with business leaders and other internal and external stakeholders. + Candidate must possess strong analytical, critical thinking and interpersonal skills, the ability to speak and write persuasively and with clarity, strong organizational skills, flexibility, and adaptability to changing requirements. + Domestic travel required (up to 20%) **Why You Should Apply** Around the world, we are passionate about making an impact on the lives of patients with serious diseases.
