What is the Opportunity?
Coordinate, conduct and complete risk-based investigations in support of RBC's US and Global Capital Markets businesses, through the gathering, analysis and evaluation of relevant information in order to determine whether sufficient suspicion exists of money laundering, financing of terrorism or other criminal activities, to justify making a report to local US or international regulatory bodies for the purpose of complying with regulatory requirements and mitigating risk to RBC in line with established organizational policy.
Provide expertise in complex Capital Markets AML investigations and guidance on mitigating and future actions.
Support the Senior Director, Global Head of CM FIU, and the Director, Global Capital Markets FIU with respect to Global investigations and the continued development of the global CM FIU program as well as a focus as the subject matter expert for the US AML and Financial Crimes subjects.
What will you do?
Gather information/intelligence from all available sources in order to determine whether sufficient suspicion of money laundering, financing of terrorism or other criminal activities exists, to justify making a report to the relevant Regulatory Authority for the purpose of complying with legislative/regulatory requirements, and mitigating risk to RBC in line with established organizational policy
Plan, conduct and complete risk-based investigations including a regulatory filing recommendation into relevant matters across RBC’s Capital Markets business, with primary focus in the U.S.
Primary contact for US based referrals and US focused reviews; will provide SAR/No SAR recommendations directly to US AML and Financial Crimes management for all investigations conducted on US referrals and complete all required reporting elements, both external and internal
Chair the US SAR Committee in reference to investigations handled by global investigators that require a US reporting decision
Provide supervisory oversight of US activity in cross-jurisdictional investigations conducted by other Global CM FIU team members, providing material input, prior to presentation at the US SAR Committee;
Provide local engagement as needed with internal audit and testing teams as well as local regulators with respect to US investigations conducted by the Global FIU
Share knowledge and experience with CM team members globally to assist in their comprehensive understanding of investigations conducted by the Global CM FIU
Ensure that global investigation procedures align with US regulatory requirements and US local AML policies and procedures, and document all Global FIU investigation referrals to US procedural standards.
Promote, support and adhere to RBC’s policies and guidelines on Code of Conduct, Personal and Professional Development, Equal Opportunities, Health & Safety, Data Protection and Information Security, in accordance with published Policy / Guidance documents and protocols
Where required attend internal committee meetings and external meetings related to Capital Markets on behalf of either the U.S. AML & Financial Crimes team and/or with the Senior Director, Global Head of CM FIU and/or Director, Global CM FIU
Personally responsible and accountable for self-development and maintaining up to date knowledge, best practices and skills sets for relevant Capital Markets ML, Terrorist Financing (TF), sanction and other regulatory matters in support of the investigative function
In conjunction with the local U.S AML & Financial Crimes management and Global CM management, proactively develops and maintains a network of internal partners and external peers (i.e. through SIFMA) in the industry, law enforcement and other relevant partners to support investigation requirements and to ensure the Global CM FIU is aware of current threats, opportunities and best practice in the industry
Provide targeted training, coordinated by Global CM FIU, on emerging risks and trends in the CM space
What do you need to succeed?
Minimum 4 years’ experience in financial and money laundering crime investigation and / or a law enforcement / regulatory background and/or banking background.
Demonstrable knowledge of Capital Markets products and their use in Financial Crimes

Demonstrable knowledge of Capital Markets products and their use in Financial Crimes
Preferred:
Knowledge of banking systems and processes
In-depth knowledge of Capital Markets products, their trade lifecycles, settlement flows, and their use in Financial Crimes
Strong AML knowledge
FINRA securities licenses
Strong knowledge of relevant predicate offences, e.g. Market Abuse
Skilled in Open Source research

The good-faith expected salary range for the above position is $110,000 - $190,000 depending on factors including but not limited to the candidate’s experience, skills, registration status; market conditions; and business needs. This salary range does not include other elements of total compensation, including a discretionary bonus and benefits such as a 401(k) program with company-matching contributions; health, dental, vision, life and disability insurance; and paid time-off plan.
