Position Summary:
Reporting to the Director of Administration, the Associate Director will provide strategic direction in support of the Faculty’s systems. The role will play a leadership role in defining and managing the Faculty’s new organization, as well as supporting and complying to the University IT governance framework and policies. The role is also to align with University and Faculty strategic priorities while ensuring adherence to industry best practices in support of a wide range of teaching, research and administrative activities within the Desautels community. The incumbent will provide operational oversight of the business systems within the Faculty, including financial management, process improvement, and staff recruitment. This role currently leads and supervises a team comprising of a Business Analyst, Systems Administrator, Digital Support Administrator, and Administrative Coordinator; and will liaise and collaborate with senior IT professionals internally at central IT units and externally with IT professional project managers and programmers.
Primary Responsibilities:
Establish a strategic roadmap for IT services, in partnership with central IT, within the Faculty that anticipates and addresses the needs of stakeholders and the evolution of technological solutions. Collaborate with central IT to ensure the Faculty's direction aligns with the strategic focus areas of the University.Directly support the Faculty’s strategic initiatives by instituting and implementing faculty standards, practices, and systems, while providing interpretation and application of University regulations, policies and guidelines. Providing expertise in planning, innovation, analytical thinking, and decisiveness to the faculty.Provide operational oversight of the Faculty’s Sandiford Lab to ensure efficient administration of the unit. Disseminate clear and concise communication to the Desautels community on the objectives and principles of the lab and the type of resources that are available, with regular updates to any process improvements to the lab.Undertake complex decision-making process by executing cost-benefit analyses as well as providing the contextual details in support of budgetary decisions. Oversee the Desautels IT operating budget and spending priorities in consultation with the Director of Administration. Conduct ongoing needs assessment analyses of the Faculty’s business systems and determine priorities in the acquisition and maintenance of the Faculty/Program databases, equipment, and software.Contribute to the optimization of business processes, including the implementation of data management best practices. Provide local how-to support on business systems. Contribute to the development and implementation of change management strategies regarding systems implementation in the Faculty.Determine the annual internal priorities of the purchasing of equipment and liaise with key partners in the central IT unit. Communicate with the senior administration of the Faculty to disseminate the guiding principles behind the Evergreening model and develop a plan that will ensure the assignment of equipment adheres to our sustainability goals and objectives. Evaluate and review the renewal and deployment of 200+ shared computers across the Faculty.Develop business cases to justify investments in infrastructure and human resources. Lead the addition of resources such as equipment, cloud-based purchases, specialized software, etc. In partnership with Central IT and Procurement, select vendors for the best possible IT solution. Optimize Faculty IT spending across multiple units and funds; manage a yearly budget of $100K+ for the purchases of hardware, software, and cloud-based solutions, according to Centre IT and Procurement standards and the cloud vetting process.Collaborate with project managers, i.e. external consultants to ensure timely implementation of projects, including specialized software or cloud-based solutions.Continuously evaluate emerging technologies and their potential benefits to the Faculty’s academic and research communities in support of our teaching, research, and administrative activities. Assess the technological needs of the Faculty’s units and identify opportunities for shared services and resources.Play a key authoritative role in providing advisory services and support; participate in senior-level decision-making in coherence with the values and culture of the Desautels Faculty.Represent the Faculty on University IT committees and working groups as either a member or a delegate for the Director of Administration. Collaborate with other university stakeholders to discuss ongoing IT issues and contribute to solutions that would mutually benefit the University community. Establish Faculty-level IT policies and procedures to meet audit requirements; ensure appropriate documentation across all IT operations. Champion IT security by regularly reviewing and updating accesses and systems, providing adequate training and information to the community·Respond to requests from the Faculty’s senior leadership for support of the reporting process to central University’s administration. Manage and supervise the Desautels IT team which comprises of a Business Analyst, Systems Administrator, Digital Support Administrator, and Administrative Coordinator. Collaborate closely with the Faculty’s HR team with respect to recruitment, on-boarding and training, task scoping and project monitoring, performance evaluation, and ensuring a positive work environment and morale for the team.
Other Qualifying Skills and/or Abilities
Recent, demonstrated experience in institutional needs assessment and solution deployment in a highly-regulated environment. Client-side representation in a centralized and matrix organization. Knowledge of Quebec IT regulatory environment, especially pertaining to universities and higher education, is an asset. Knowledge of McGill University’s IT, Procurement, and Financial policies and procedures is preferred. Experience in estimating costs and time requirements for IT equipment and system projects. Experience in negotiating with vendors and service providers, public call for tenders, soliciting bids/quotes, participating in IT selection committees, is an asset. Experience in establishing or maintaining an institutional data center, preferably in a higher education/research context. Familiarity with technological implications of workforce optimization and post-pandemic models of work. Experience in managing staff in a unionized environment. Master’s degree in relevant IT/IT Management field an asset. Knowledge of French and English: McGill University is an English-language university where day-to-day duties may require English communication both verbally and in writing. The level of English required for this position has been assessed at a level #4 on a scale of 0-4.
