Associate Director of Pre-Award (Research Programs Manager) - Advanced Science Research Center **POSITION DETAILS** The Advanced Science Research Center (ASRC) at the Graduate Center, boasts the success of the University's rich past and the determination to become a national leader in visionary scientific research in the future. With a focus in the fields of Nanotechnology, Photonics, Structural Biology, Neuroscience, and Environmental Sciences, the ASRC operates as a nucleus of a University-wide science enterprise, fostering the development of an integrated research network that brings together faculty, students, and post-doctoral fellows from CUNY's colleges across the five boroughs. This state-of-the-art facility houses a staff of elite scientists and leaders seek to break down the walls between disparate but increasingly inter-related disciplines of applied science. The ASRC seeks an Associate Director, Pre-Award Management. Reporting to the Director of Sponsored Programs Administration (SPA}, the Associate Director is responsible for the development and submission of all grant proposals in support of pre-award research administration. The Associate Director will oversee preparation, development, submission, and follow through of grant applications. The Associate Director will also have primary responsibility for supporting the submission of proposals to multiple funding sources including the National Institutes of Health, National Science Foundation, NASA, and other agencies, corporations, and foundations. This includes assisting in the development of budgets and budget justifications, interpreting guidelines, proposal preparation, and other items related to successfully manage sponsored projects. Duties include but are not limited to the following: - Acts as lead support person for all proposal submissions; prepares proposals for submission to sponsoring agency. - Assists Principal Investigators (PI) in proposal development - including budget preparation - ensuring maximum IDC and correct effort allocation. - Reviews and interprets agency guidelines for proposal submission, ensuring that investigators meet eligibility requirements; the ASRC meets eligibility requirements; investigators are aware of any limitations associated with proposal guidelines; and deadlines are met. - Manages and maintains complex Excel spreadsheets to track and report proposal submissions, awards, expenditures, indirect cost recoveries, effort tracking, compliance, and other research administrative functions as necessary including the automates productions of reports using Excel formulas and pivot tables. - Responsible creating, managing and maintaining the Proposal Intent Notification System: collect all proposal information form PI’s, collect mandatory conflict of interest and export control compliance forms, collect and monitor requested research development requests - Tracks and monitors CUNY collaborations and subawards of proposal and awards; outgoing subawards and tracks ASRC funding rates. - Interfaces with the Research Foundation (RF) legal contract manager system to initiate and amend subaward agreements. - Review and update all current and pending and other support documents. - Manages facility statements, personnel effort tables in interim and final sponsor reports. - Acts as lead administrator at the ASRC for CUNY-wide Cayuse implementation. - Works with the Director to establish procedures and protocols to assure effective grant program administration. - Communicates with agency officials or sponsors when necessary. - Prepares budget modifications and cost transfers. - Assists researchers with interim and final reports, carryover requests and justifications, and grant transfers. - Provides support to Director on review and routing of agreements and contracts with other institutions. - Acts on behalf of the Director of SPA, in their absence. - Supervises professional and/or clerical staff. - Manages effort reporting and tracking. Until further notice, this is a hybrid position, eligible to work remotely and work on-site in the office. **QUALIFICATIONS** Bachelor's degree and six years' related experience required. The ideal candidate will possess the following knowledge, skills, and professional competencies: - Strong knowledge of the field of sponsored programs and grants administration. - Working knowledge of various government agency (Federal, NY State, and NYC) and corporate sponsored program requirements and practices. - Working knowledge of the research regulatory environment and requirements for compliance. - Knowledgeable about policy review, data collection, statistical evaluation of data, and strategies for conveying results to users. - Advanced knowledge of Microsoft Excel. - Familiarity with Cayuse preferred. - Ability to analyze proposals and contracts and identify areas needing resolution. - Strong organizational and time management skills with the ability to set priorities and adjust strategies to changing needs. - Ability to work independently and to be part of a team. - Ability to communicate effectively with and explain complex concepts to diverse constituencies including faculty members, staff, colleagues, and internal and external constituents. - Ability to listen and respond to the concerns/ideas of others. Candidates must be legally authorized to work in the United States on a full-time basis. **CUNY TITLE OVERVIEW** Manages College research programs and provides support for related compliance activities. - Administers various aspects of research programs including submission reviews, compliance education, and project protocols - Provides administrative support and guidance to researchers and administrators with regards to applicable federal, state, local, University, and College regulations, laws, and policies - Ensures investigators and key personnel complete required training - Delivers or oversees educational training on research and related activities such as research subject rules and protocols, research compliance and integrity, etc. - Monitors research subject care and use to ensure safety measures are met - Serves as primary contact with other College departments and external organizations on research program needs and activities - Collects information on, monitors, and reports on the advancement and completion of research projects and compliance - May administer grant funds, prepare proposals, and research potential funding sources - May manage program administrative and clerical staff - Performs related duties as assigned. **CUNY TITLE** Higher Education Associate **FLSA** Exempt **COMPENSATION AND BENEFITS** $90,375 - $117,805.
