Position Summary:
Reporting to the Director, Campus Planning and Development, the Associate Director, Planning is responsible for managing campus planning initiatives and providing senior professional expertise concerning the University’s physical development, master plan, space management and real estate portfolio for all owned properties and lands including leased spaces. The incumbent is to actively participate in the review, development and implementation of internal processes and policies to continuously improve the effectiveness and efficiency of the unit.
The Associate Director, Planning is responsible and is expected to collaborate with the Director, Campus Planning and Development, other directors, associate directors and colleagues within Campus Planning and Development as required to fulfill the unit’s mandate and achieve annual and longer-term objectives. The building of collaborative, efficient and effective relationships with other FMAS units, Faculties and various McGill’s administrative units is crucial for the success of the incumbent. Responsibilities also include liaisons with external stakeholders, which would include but not be limited to; the City of Montreal and its boroughs, the City of Ste-Anne-de-Bellevue, various commissions and ministries ( Ministère de l’éducation supérieur, Ministère des communications et de la culture, Ministère de l’environnement, Commission de la protection du territoire agricole, Société québécoise des infrastructure), as well as other key local constituents (les Amis de la Montagne, Héritage Montréal, Table de concertation du Mont Royal, etc).
Incumbent will direct a team of approximately 4 to 8 internal resources including planners and/or other experts within Campus Planning and Development. It will also be responsible of managing external resources procured to provide various services including but not limited to urbanists, architects, engineers, land surveyors, quantity surveyors, and other specialty consultants (e.g. mobility, archeology, environment, heritage).
The Associate Director, Planning will assume the responsibility of leading various planning projects, real estate initiatives and other priority mandates. Collaboration and participation within various internal and external working groups as well as committees is a key role for the Associate Director.
In addition, the Associate Director may assist the Director or colleagues on a variety of special and / or priority tasks as well as the possibility to serve as acting Director periodically.
Primary Responsibilities:
• Provide senior professional expertise with respect to the implementation and the evolution of the 2019 Master Plan including the proposed transformations, the real estate strategy, the orientations and guiding principles, the regulatory context and the achievement of its long-term goals to support the academic and research mission of the University.
• Manage and execute the planning of selected transformation projects and various strategic initiatives emerging from the 2019 Master Plan or other governing bodies such as the University Capital Priority Working Group or Space Directive Working Group.
• Manage and execute various mandates: pre-project / feasibility / scoping studies, campus neighborhood plans, space programs and planning strategies, real estate and development opportunities analysis, asset disposals and monetization initiatives, business cases and options analysis.
• Liaise, inform, engage and collaborate with McGill community, authorities having jurisdiction and external stakeholders as required to achieve goals of specific mandates while respecting established lines of communication and governance procedures.
• Produce various deliverables including reports, financial data, memos, planning briefs, formal submissions to internal governing bodies and external agencies, minutes, schedules, budgets, terms of references, presentations, etc.
• Direct and manage a team of internal resources including urban planners, architects and other professional specialists. Produce annual reviews, establish realistic and quantifiable short term and annual objectives, support and guide employees to meet objectives.
• Procure and manage external consultants including urban planners, architects and other specialists. Complete required liaison with Procurement to achieve calls for tenders and award contracts.
• Write communications and complete management and reporting activities as required to complete various mandates including funding approval, development of the scopes of work, continuous review of the project budget, monitoring of the agreed upon schedule to ensure deliverables and objectives are achieved.
• Acquire knowledge of the conditions and usages of McGill owned assets including lands and leased spaces to provide informed advice on development opportunities, internal and external space use and optimization, and solutions to address shortages of space.
• Execute and provide senior professional expertise to the effectiveness and continuous improvement of the unit’s internal and external processes.
• Act as chair, secretariat, unit representative and/or subject matter expert in the field of planning on various internal initiatives including selected projects, working groups and committees.
• Act as senior liaison between external Act as McGill representative and advisor in the field of planning on various external initiatives including selected projects, working groups and committees.
• Ensure compliance that all University physical development priorities are compatible with provincial and municipal planning policies and regulations.
• Appear before University governing bodies as necessary.
Other Qualifying Skills And/Or Abilities:
Five (5) years' related experience specifically focused on space and program planning, and management of employees.University degree in architecture, urban planning, or other relevant field.Expertise in project management and/or finance is an asset.Experience within higher education, multi-stakeholders or complex regulatory environments is an asset.Relevant experience with managing employees and consultants is essential.Strong communication skills, oral and written, both in English and French are essential.Demonstrated ability to prioritize and manage multiple tasks and projects.Strong organizational, leadership and delegation skills and ability to work collaboratively.Proven skills in negotiation and diplomacy.Advanced skills in problem solving and change management.Stay abreast of university campus planning trends and best practices that may impact the planning and development of the University’s campuses.Minimum Education and Experience:
